  • Oversees a database operations team in support of a, 24-hour x 7-day database operations environment that includes Oracle, SQL Server, and DB2 database platforms, and ensures they meet data sharing needs, database operational standards, industry best practices, and customer service level agreements.
  • Establishes database operational and strategic goals and objectives; reviews and analyzes incoming projects and works with supervisor to assign work; guides, leads, directs, and supports staff and contractors; initiates and leads process automation and improvement efforts; sets performance standards, operation metrics, and key performance indicators (KPIs).
  • Oversees the Oracle database operations and engineering and provides technical leadership in Oracle database architecture, design, management, implementation, including large scale and complex data migration efforts from legacy platforms (i.e., SQL server and DB2 to Oracle).
  • Monitors, evaluates, and measures the performance of the overall database environment and leads efforts with database vendors, infrastructure groups, and application teams to proactively install, monitor, manage, control, upgrade, and patch across database platforms.

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED ONE YEAR. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. It temporarily promoted, the temporary assignment may be ended earlier or extended for up to five (5) years based on management's needs. It may also be made permanent without further competition. If the temporary assignment is not made permanent and its duration is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment is not made permanent, is to a position in a different Division/Office from the employee's permanent Division/Office, and exceeds one year (including extensions beyond one year of the initial appointment of one year or less), the employee will not be returned to his or her permanent position of record. Instead, the employee will be placed in a permanent position comparable to his or her permanent position of record (at the same grade and pay) in the Division/Office and duty location where the temporary assignment is located. Since an extension of a temporary promotion beyond one (1) year will directly impact the employee's return rights to his or her permanent Division/Office and duty location, the employee must concur in advance with any extension of the temporary promotion beyond one (1) year.

At the end of the temporary promotion (if temporarily promoted), the employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.


Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service. Specialized experience is defined as experience leading database operations and engineering for Oracle, SQL Server and DB2, 24hour x 7 day database operations, directing enterprise database engineering and operational services; partnering with teams to optimize operations, develop solutions, and upgrade and maintain database infrastructure; managing database projects and service requests, allocating resources, and monitoring contractor performance and proposals and coordinating security audit responses.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 6.68% to a high of 47.85%.
