Summary

This position is in the Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC, with the Bureau for Management's Office of the Chief Information Officer's Planning and Administration Division (M/CIO/PAD) for the U.S. Agency for International Development (USAID).

Direct Hire Authority: This position is being filled using 5 USC section 3304 and 5 CFR Part 337 Subpart B, which is the OPM approved government-wide direct-hire authority.

Responsibilities

  • Selection, prioritization, evaluation, and monitoring of projects; management of cost schedules, risk, quality, and allocation of resources.
  • Oversees the development of long-range funding plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
  • Observes workers' performance; demonstrates and conducts work performance critiques, provides informal feedback, and periodically evaluates employee performance.
  • Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities.
  • Directs the implementation of quality assurance processes and ensures compliance with laws, regulations, policies, standards, and technical procedures.
  • Interprets policies and determines their effect on program needs; independently plans, designs, and carries out the work to be done; and is a technical authority.
  • Influences and persuades employees and managers to accept and implement findings, advice, guidance, and recommendations in the technology specialty area(s) of the position.

Qualifications

GS-15: You MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (A) Overseeing the development of long-range funding plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities, (B) Managed systems security certifications and protocols to integrate information systems security activities, (C) Communicate with senior management and user concerns about the cost, performance and delivery of complex IT solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
