Duties

As an Equal Employment Opportunity Specialist, you will:
  • Serve as the principal advisor on complaints and ADR matters to the Chief, OEODM.
  • Analyze complaints data, determine what are the most prevalent bases/issues and where the issues are, and provide recommendations and proactive approaches to address and prevent issues from escalating.
  • Work with the OEODM workforce analysis team to determine if there are barriers in BEP policies, practices and procedures preventing any or all demographics, including people with disabilities, from fully participating in the BEP workforce.
  • Track and assess the effectiveness and efficiency of processing at both informal and formal stages.
  • Provide a weekly update to the Chief, OEODM on the status of processing and other processing related critical requirements.
  • Secure mediators, explain to the parties the benefits of and the process for ADR. Assesses the effectiveness of the program and recommends solutions to identified deficiencies.

  • SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
    • Experience interpreting and applying laws and regulations pertaining to Alternative Dispute Resolution (ADR) and Equal Employment Opportunity (EEO).
    • Providing advice and guidance to and establishing working relationships with supervisors, managers, union representatives, strategic partners such as Office of Human Resources (OHR), Office of Chief Counsel (OCC) as well as senior leadership in reference to EEO and ADR.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

    OTHER INFORMATION:

    • This is a non-bargaining unit position.
    • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Obtain and use a Government-issued charge card for business-related travel.
    • Submit to a drug test prior to your appointment.
    • As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
    • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
