Responsibilities

  • Serves as an expert in financial management processes and core financial systems related technologies, including the Oracle E-Business Suite (EBS) and Oracle Hyperion product.
  • Defines, plans, and directs the analysis, objectives and development of complete computer systems, web/cloud applications, automated solutions, or the implementation of commercial off-the-shelf (COTS) software including Oracle EBS and Oracle Hyperion products of a highly complex nature to support mission-critical HHS financial systems environment.
  • Plans and manages systems analysis, design, programming, testing, and installation of the proposed systems.
  • Plans, coordinates, and performs systems design and development of a major IT functional area, which include providing direction to lower-level staff and/or contract personnel.
  • Performs needs analyses to define opportunities for new or improved business process solutions.
  • Serves as the liaison between the financial management and information systems community, and interfaces with developers and stakeholders to understand and propose technology solutions to meet complex business and technical objectives.
  • Consults with DHHS Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs) financial management program staff to identify and specify requirements.
  • In collaboration with the OS Chief Information Officer (CIO), ensures Federal Information Security Management Act (FISMA) or Federal Risk and Authorization Management Program (FedRAMP) compliance during the systems analysis process.

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Specialized Experience:

GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service performing (2) of the (3) duties listed below:
  • Performing IT systems requirements analysis by collaborating with the organizational stakeholders to identify user needs.
  • Analyzing IT systems to identify improvements that influence organizational business functions.
  • Leading parts of IT projects (e.g., requirements gathering, development, testing) by defining system goals and overseeing work progress.
OR

GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service performing (3) of the (4) duties listed below:
  • Leading IT systems requirements analysis by collaborating with the organizational stakeholders to identify user needs
  • Analyzing IT systems to identify improvements that influence organizational business functions.
  • Reviewing stakeholder (e.g., contractors, developers) deliverables who are responsible for the system design, information flow, structure, and/or integration with organizational software.
  • Leading IT projects (all phases of the project including requirements gathering, design, development, testing, and implementation) by defining system goals and overseeing work progress.

The Federal government will begin a phased transition to normal operations in line with the national guidelines to Open Up America Again. HHS will make operating decisions based on State or locality of duty stations and other factors.
