Summary

This position is located in the United Stated Department of the Treasury, Departmental Offices, within the Community Development Financial Institutions Fund (CDFI Fund). The incumbent of this position serves as a senior financial analyst and subject matter expert (SME) in processing applications in support of one or more of the CDFI Fund awards programs.

Responsibilities

As a Financial Analyst (Senior Portfolio Manager), you will:
  • Perform award reviews and provide funding concurrence and/or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations.
  • Process the most difficult and complicated applications and awards. This includes considerations that are new, unique and without precedent that require a departure from policy and/or the development of new work methods, procedures or policies.
  • Serve as subject matter expert. This includes developing outreach, training and marketing materials and providing information to actual and potential awardees, industry representatives, and CDFI Fund staff.
  • Plan, lead and conduct site visits in order to provide assistance and advisory services to actual or potential awardees. This includes securing information in advance and onsite, analyzing financial and operating data, and determining and recommending the information and technical assistance needed to ensure financial soundness and operational success.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

    - Experience leading projects which involve multiple processes and stakeholders; AND

    Experience in at least three of the following areas:
    - Experience working as a financial analyst, lender, underwriter or asset manager at a certified community development financial institution (CDFIs); OR
    - Experience working as a financial analyst, developer, underwriter, or asset manager at an affordable housing development organization; OR
    - Experience evaluating and documenting financial performance of community development financial institutions (CDFIs) based on analysis of financial statements; OR
    - Experience making credit decisions on affordable housing or community development projects; OR
    - Experience underwriting or performing financial modeling or underwriting for affordable housing or community development projects; OR
    - Experience analyzing the financial safety and soundness of regulated community banks or credit unions; OR
    - Experience financing or developing affordable housing or community economic development projects in underserved communities; OR
    - Experience in improving nonprofit management performance through the analysis of existing organizational problems and the development of plans for improvement; OR
    - Experience providing technical assistance or consulting services to underserved communities (e.g. homeownership counseling; teaching financial literacy skills or business skills); OR
    - Experience in grant writing, grant evaluation, grant making; OR
    - Experience conducting feasibility analyses (e.g. market expansion, product development, or real estate development) for community development projects; OR
    - Experience conducting impact/policy analysis for affordable housing or community development projects or programs.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Rating :

    There will be a two-phased process.

    Phase 1: Your application will be evaluated in the following areas: Technical, Project Management, and Communication.
