Duties

As a Human Resources Specialist (Employee/Labor Relations), GS-0201-12 and GS-0201-13, you will perform the following major duties:
  • Provides advice, consultative services and case management services to supervisors and managers on individual employee relations cases related to the following: performance management, disciplinary and/or adverse actions related to misconduct or performance-based adverse actions; medical issues, leave administration, work schedules, dispute resolution, employee assistance and counseling programs.
  • Provides advice, consulting services and technical assistance to supervisors and managers on a variety of labor relations issues related to the following: providing interpretive guidance on complying with the terms of the collective bargaining agreement and requirements of the Federal Service Labor Management Relations Statute, conducting term and mid-term bargaining negotiations, processing union information requests and unfair labor practice charges.
  • Provides expert technical advice to supervisors on issues related to the administration of an agency performance management program.
  • Explores probable causes, contributing factors and possible causes of actions to recommend constructive methods and best practices for dealing with systemic problems arising from indifference, personality conflicts and poor work habits or behavior.
  • Develops or recommends implementing policies/guidance that support effective and efficient ER/LR program operations for use throughout the agency.
  • Serves as a presenter in executive briefings, staff assistance visits, workshops. Communicates regularly to management supervisors and employees.

Qualifications

Minimum Qualifications:
FOR THE GS-0201-12 :
You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as:applying employee and labor relations laws, regulations policies, methods, and practices in addressing performance, conduct, adverse and disciplinary actions; managing cases from inception to completion adhering the technical timeline requirements; providing advice and assistance to employees and managers in matters related to conduct, performance, attendance and work schedules and dispute resolution; conducting research of law, regulation and case law and interpret employee/labor relations issues; explaining employee relations procedures to employees and supervisors to assist them in understanding their rights and responsibilities; assisting supervisors with performance standards and addressing overall performance ratings; participating in the development of employee and labor relations procedures and standard operating procedures; developing position papers and correspondence to address complex human resources issues, and various advisories to provide updated program information. Conducting or participating in mid-term bargaining on working conditions; responding to information requests from union representatives.

FOR THE GS-0201-13 : You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: serving as a senior consultant in employee and labor relations providing expert and authoritative advice on the interpretation of law, regulation and agency ER/LR policy; finalizing documents for supervisors and management officials related to discipline, adverse actions, performance-based actions, grievances, appeals and/or other third party actions; contract administration and interpretation, developing and implementing policy and procedures, making recommendations of solutions to complex problems, conducting investigations, examining documentation and writing reports; representing the agency to external groups and agencies, applying collaborative approaches to labor relations, labor-management partnership, alternative dispute resolution; provide staff advisory services concerning management rights as defined in statute; conducting executive briefings and training on employee and/or labor relations topics/issues; maintaining effective relationships and building a cohesive labor/management atmosphere that represents the best interests of the agency.
