The primary purpose of this position: Provide expert guidance to Joint Staff, Combatant Commands and Joint Task Forces in executing Operations Security strategies impacting planning, program review and development, training and assessments.

Responsibilities

  • Evaluate the effectiveness of government programs and operations in regards to integration of OPSEC into joint operations.
  • Provides joint force commanders and staff with threat-based OPSEC vulnerability assessments of command and control (C2) structures, operations, plans, and organizations.
  • Integrates essential secrecy and OPSEC principles into the Joint Planning Process (JPP).

  • U.S. Citizenship Required.
  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).
  • A non-disclosure agreement must be signed. Incumbent may be required to undergo a counterintelligence-scope polygraph examination.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Must be registered for Selective Service, see Legal and Regulatory Guide.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Shift work may be required which may include overtime and/or irregular hours.
  • Disclosure of Political Appointments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a wide range of knowledge of Operations Security policies, plans, programs, employment and doctrine extant to integrate and advocate OPSEC requirements and broad knowledge of Information Operations and other information capabilities. In addition in depth knowledge and capability to collaborate with subject matter experts and develop strategies, concepts, and courses of action to protect operations activities and investments. Knowledge and ability to analyze, verify, and correlate data in order to assess complex situations, develop strategies, and prepare/present concepts and plans to senior officials.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Requires wide range of knowledge of Operations Security policies, plans, programs, employment and doctrine extant to integrate and advocate OPSEC requirements and broad knowledge of Information Operations and other information capabilities.
2. In depth knowledge and capability to collaborate with other subject matter experts and develop strategies, concepts, and courses of action to protect operations activities and investments.
3. Ability to analyze, verify, and correlate data in order to assess complex situations, develop strategies, and prepare/present concepts and plans to senior officials.
4. High degree of skill in establishing and maintaining effective relationships and building consensus and coalitions; high degree of skill communicating effectively, both orally and in writing in.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
