This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, National Center for Health Workforce Analysis, Workforce Analysis Branch. The duty location for this position is in Rockville, MD.

MAJOR DUTIES:

As a Supervisory Health Economist, you provide leadership and oversight of a staff. Your efforts will facilitate the Bureau's ability to understand, estimate and forecast health occupations and health care sector variables more reliably and accurately.

Your major duties include:
  • Serving as the agency's representative in conducting and evaluating research proposals, assessing the scientific quality and validity of health workforce research, and initiating economic assessments.
  • Reporting the progress and conclusions of research projects in professional written reports and publications.
  • Completing written products that disseminate research results which include the effects and interrelationships of demand and implications for the health care workforce and the health care sector as a whole. These products are of significance to the Federal government's policy direction in terms of analyzing and assessing the status of the workforce in the healthcare sector.
  • Coordinating and making substantial contributions to the overall integration of economic forecasting models; develop collaborations with a variety of governmental and nongovernmental interests; disseminating data and research findings including evaluating the significance in terms of program deficiencies, and stimulate new thinking or ideas.

QUALIFICATION REQUIREMENTS:

Verification of education requirements: You must provide unofficial transcripts documenting how you meet the education requirements stated. OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR) FOR ECONOMIST, 0110 SERIES:

DEGREE: Bachelors or graduate/higher level degree in economics, that included in that degree at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in economics, as shown in above, plus appropriate experience or additional education.

Examples of qualifying experience for the OPM IOR include:
  • Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
  • Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions.

    In addition to the OPM IOR stated above, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

    MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

    Examples of the minimum qualifying experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
    • Using statistical software to analyze large data set manipulations and analysis related to public health, health care, or health care workforce.
    AND
    • Preparing papers and reports for publication in professional journals, and presentations for technical and non-technical audiences.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Education

    This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

    Vaccination Mandate :
