* Duties Help Duties Summary You will serve as a PROCUREMENT ANALYST in the OFFICE OF FINANCIAL OPERATIONS of the ASN (FM&C). Learn more about this agency Responsibilities * You will serve as an an acquisition expert in support of auditability objectives, related to acquisition and procurement, and will liaison between FMO and acquisition and procurement stakeholders. * You will coordinate policy, process, data standards, and system experts to identify solutions that will support auditability and follow the progress of the working group to keep senior leadership appraised of the results. * You will develop strategies and communications requirements to engage and educate Senior executives and Flag Officers on auditability requirements involving and impacting acquisition and procurement. * You will initiate, develop, and recommend acquisition, contracting and business policies and procedures for implementation throughout the organization, and promulgate policy changes and implementation of policy to requiring activities. * You will initiate new financial management and procurement policy to improve the efficiency and effectiveness of the contracting process, and participate in financial management and procurement test programs. * You will advise and assist acquisition managers, business financial managers, division heads, contracting officers, contracting personnel, and other senior acquisition personnel on unprecedented factual or contractual issues. * You will advise on all aspects of contract and business management that impact auditability, recommends changes in presentations to higher level decision-making forums to improve effectiveness, and provides direct assistance in obtaining approvals. * You will serve as a Subject Matter Expert for various aspects of contract and business management matters relating to auditability requirements. * You will serve in a in non-advocacy role as staff analyst on acquisition issues of concern auditability objectives. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. * Per EO 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (which ever comes later) except in limited circumstances where an exception is approved due to a disability or sincerely held religious beliefs. * You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * May be required to work outside normal duty hours. This position may be authorized for an Alternate Work Schedule/Compressed Work Schedule (AWS/CWS). * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level III Certification is required within 24 months of appointment. * This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate: GS-15: At least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing policies and procedures related to procurement, research, negotiation, and contractual actions; conducting reviews and analysis of data to identify problems and direct solutions that comply with Federal procurement regulations and processes; AND directing contracts for procurement of services and advanced technologies. GS-14: At least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in developing policies and procedures related to procurement, research, negotiation, and contractual actions; AND assisting in directing contracts for procurement of services and advanced technologies. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
