ESSENTIAL FUNCTIONS 1. Recruitment. Lead the full recruitment cycle and support the selection of top talent. * Quarterly Staffing Process - o Partner with HRBPs and Managers on staffing needs. o Request quarterly staffing changes from Regionals and Business Unit leaders. o Create and clean-up opportunities and prepare reports. o Lead the budgetary meeting with Corporate Accounting by providing relevant staffing updates. * Candidate Selection - o Utilize various recruiting tools such as LinkedIn and Twitter to create an advanced brand presence on social media platforms to increase exposure and awareness of COPT to applicants. o Network and establish relationships with institutions, industry contacts, associations, trade groups, social and professional internet sites, social media, and employees to build pipeline of talent. o Develop strong relationships with Hiring Managers by leveraging input from HRBPs on managerial recruiting style and actively communicating via email and weekly/bi-weekly update meetings. o Progress relationships with agency contacts by establishing regular communication for active searches. o Create new and backfill opportunities in Recruiting Gateway. o Request and monitor workflow approvals. o Post opportunities to internal job board and external sites as appropriate. o Review + screen resumes, contact candidates, and coordinate interviews. o Conduct phone screenings as requested by Hiring Managers or HRBPs. o Follow-up with all candidates on status + next steps. * New Hire Offers - o Prepare new hire talking points for verbal offers. o Create and deliver official offer letters + packages to candidates, including initiation of background check and drug screen. o Monitor status of pre-employment requirements and maintain contact with the candidate through the first day of employment. 2. Employee Lifecycle Documentation. Partner with HR Business Partners to systematically document the employee lifecycle including but not limited to new hires, status changes, compensation actions and terminations. * Create, distribute, and track Employee Action Forms to reflect employee lifecycle events. * Enter data into the HRIS and implement audit practices to ensure data accuracy. * Own employee changes communication and conversation with Payroll and Accounting. * Prepare bi-weekly Green Folder (Payroll) materials. * Build, run and provide employee-level reporting. * Respond to employee-level audit requests. * Maintain electronic employee files. * Maintain the Recruiting Gateway database and implement enhancements to automate processes and streamline configuration. 3. Onboarding + Offboarding. Maintain excellent customer service through the entire EE lifecycle from candidate contact to new hires to offboarding. * Onboarding - Ensure successful orientation to the Company. o Prior to start date, complete internal notifications, calendar invites, schedule orientations with IT/Payroll/HR, and send welcome email with first day instructions. o Work with Hiring Managers to ensure all tools and resources are made available to new hires. o Greet new hires on first day for orientation. o Complete Form I-9s + submit via E-Verify and take new hire photos. o Distribute company-wide monthly new hire announcements. o Develop key metrics to evaluate onboarding program success. Modify the program to optimize positive organizational impact. * Offboarding - Confidentially support HRBPs with terminations. o Create + send termination letters. Collect resignation letters, if applicable. o Schedule Exit Interviews with HRBPs. oDevelop key exit metrics and evaluate termination trends. 4. Compliance * Government Contractor Compliance Programs - Lead annual data compilation, timely + accurate reporting, and related action items/plan. Ensure compliance of all recruitment practices with these and all applicable regulations. o Affirmative Action Plan (AAP). o Equal Employment Opportunity (EEO). o Veterans-4212. * Position Descriptions - Inventory, track, and update position descriptions on an ongoing basis. Partner with HRBPs + Managers on revisions. * Workforce Metrics - Create and distribute key actionable recruitment and people measures. Automate the tool to allow quick monthly update eliminating manual effort. 10% 5. Programs. * Coordinate the Internship Program with support from HRBPs. * Coordinate the Mentorship Program with support from HRBPs. * Administer Learning Programs, including Educational Assistance, Key Skills/Training, and Licenses/Certifications. * Distribute + track Performance Reviews, including 90-day and annual. 10% SECONDARY RESPONSIBILITIES * Manage non-employee contractor requests including vetting for business necessity, sending internal notifications, account creations, and account terminations. * Administer human resources policies, procedures and programs, as needed. * Ensure compliance with federal, state and local regulations for aspects of employment and adherence to legislative changes impacting job responsibilities. * Other job related duties as assigned. QUALIFICATIONS Education * Bachelor's Degree in Human Resources, Business Management or other related degree. Professional Experience * Minimum of 3 - 5 years of human resources experience, with specialization in recruiting preferred. Computer Skills * PC proficiency including Microsoft Office applications (Word, Excel, Outlook, Powerpoint etc.) and ability to learn company specific software. * Ability to adapt to new or changing software programs. * Social Media proficiency. * Familiarity using HRIS, UKG Pro preferred. Mobility * Infrequent travel to out of state company offices. Other Requirements * Demonstrated ability to maintain confidentiality. * Demonstrated professional presentation and communication. * Demonstrated knowledge of HR policies, procedures and compliance of federal, state and local laws. * Excellent interpersonal and written/verbal communication skills. * Strong organization and administrative skills, including proficient proofreading and close attention to detail.
