We operate USO centers at or near military installations across the United States and throughout the world, including in combat zones, and even un-staffed USO service sites in places too dangerous for anyone but combat troops to occupy. The Regional HR Manager provides support, project management and program administration across multiple HR functional areas. Principal Duties and Responsibilities (*Essential Duties) * Serve as primary HR point-of-contact for one or more geographic regions. Provide counseling, guidance and information to staff and managers on policy and procedure, recruiting, training, benefits and compensation issues.* * Manage assigned recruitment related activities including but not limited to identifying hiring needs, communication with internal and external stakeholders, scheduling, logistics, post-interview feedback, documentation, selection, negotiation, and on-boarding.* * Perform employee relations activities including but not limited to guiding performance management, full-cycle investigation/dispute resolution, exit interviews, and maintaining compliance with USO Policies and Procedures as well as applicable federal, state, international, and military employment laws.* * Serve as primary point of contact for external region-specific subject matter experts including attorneys and consultants related to maintaining compliance with applicable employment laws, local business practices and other regulations.* * Serve as designated lead for special projects and HR initiatives including but not limited to Focus Groups, Exit Interview analysis, and Climate Survey design, delivery and analysis.* * Support analysis and implementation of compensation, benefits and HRIS program delivery, including employment action workflow, compliance requirements, job documentation, leave of absence and workers compensation administration, Open Enrollment, performance reviews and merit increases. * Assist with organization-wide training initiatives including but not limited to management and upkeep of training records, identification of global and region-specific needs. In coordination with Corporate Training Manager, monitor, manage and deliver training. * Other duties as assigned. Job Specifications * Bachelors Degree in HR or related field. Masters and/or professional certification preferred. * 5+ years experience in a small or mid-sized HR department supporting at least 2 cross-functional areas of HR. Employee Relations experience preferred. Relevant experience in a military, not-for-profit, multicultural and/or global organization preferred. * Ability to manage a high volume of assignments with varying complexity and competing priorities in a fast-paced environment with integrity and professionalism. * Knowledge of Federal and State regulations concerning employment, leave and reporting requirements. * Demonstrated proficiency with applicant tracking software and HRIS. * Willingness and ability to work non-standard hours as needed. * Strong interpersonal, customer service and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. Ability to manage and influence external vendor relationships. * Proficiency using computers and electronics equipment. General knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite and Human Resource Applicant Tracking and Information Systems. Familiarity with UltiPro preferred. * Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise. * Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities. Ability to quickly and easily adapt to changing organizational needs. * Ability to achieve desired results while working collaboratively in a team environment. * Ability to perform basic business/accounting functions including project management and budget reconciliation. * Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid drivers license. * Must be a strong advocate of the USOs mission to lift the spirits of Americas troops and their families. Details: * This position is located in Arlington, VA. Preference will be given to local candidates within commuting distance to the location. Remote working arrangements may be considered for highly qualified candidates. * USO locations will adhere to local area and DOD guidelines regarding COVID vaccination/testing requirements.
