Job Req ID: 67796 HR Manager The Human Resources Manager for the School of Education (SOE) is responsible for managing the overall HR function and supports human capital needs of the school. This leader will develop, implement, and deliver HR services and programs for staff and faculty to meet strategic goals and objectives. The ideal candidates will provide a wide range of support and consulting services including employee relations, salary and compensation administration, payroll, organizational design, training and development, personnel records management, performance management, talent acquisition, diversity and benefits administration. S/he will foster practices that produce enhanced productivity and effective work environment and ensure that execution of human resources activities, services and counsel are consistent with, and supportive of, established university human resources vision, mission and plans. We are seeking a HR Manager who will report to the Sr. Associate Dean of Finance and Operations. This position works collaboratively and in consultation with central and divisional human resources leadership and specialists, leveraging their resources and expertise. S/he will serve as an overall leader in the School of Education and will act as a close adviser to the Staff Forum Committee at the SOE. S/he will promote actions that maintain an environment that integrates diversity, differences, and fairness. Specific Duties & Responsibilities: * Ensure that human resources practices in the SOE are compliant with federal, state and local laws and regulations, as well as university policy * Advise, coach, consult and share best practice with managers and employees on issues including performance, terminations, discrimination/harassment, diversity and inclusion, staff development, employee engagement, conflict resolution, change management, etc. * Work with stakeholders to establish and implement SOE-specific HR policies and procedures * Oversee SOE's payroll and student employment * Manage performance appraisal process for the SOE, review appraisals for consistency, equity, and language * Review and recommend performance rating and applicable salary action calibration * Facilitate SOE specific onboarding and orientation of new staff hires, provide resources and support for new faculty onboarding. * Support talent acquisition processes through consultation with and support of central recruiting experts ensuring the team is aware of and is responsive to local needs/requirements of SOE while still being consistent with university-wide practice * Facilitate the compensation process for faculty and support central HR with administering compensation for staff * Continuously improves HR practice in SOE to ensure increasing levels of efficiency, effectiveness, and customer satisfaction * Consult with University leadership on a broad range of issues including employee relations, performance management, HR policies and procedures, compensation, benefits, organizational development and structure, staff development, and succession planning * Work with leadership to effectively resolve a wide-range of workplace issues, effectively assess the situation and recommend appropriate resolution according to policies and practices * Serve on key University committees as requested * Coordinate, plan, and identify staff to participate on school wide committees or special projects * Serve on various university human resources committees and task forces and recommend new policies and modifications to current human resources policies, procedures and programs * Review and verify the completeness, accuracy and appropriateness of various human resources documentation, forms, requests, and activities of faculty and staff within the SOE * Adopt university wide human capital analytics practices and customize to review and share with SOE leadership to enhance decision making * Manage and/or support projects focused on one or more areas of HR and may involve improvements to existing program or processes or developing new initiatives * Support SOE and university diversity and inclusion efforts to support and enhance the SOE's environment that values, welcomes, and respects all faculty, staff and students and their differences * Act as an advisor to the SOE Staff Forum, assist them in prioritizing issues, and helps procure appropriate resources to support initiatives and programs * Supervise HR and Payroll staff including the Sr. HR Coordinator, HR Operations Specialist and Payroll Specialist Additional Transactional & Administrative Duties: * Approve various HR transactions within SAP to establish hires for adjuncts and students, salary changes and personnel record updates * Generate SAP BW Analysis reports to track information, review salary equity, develop organization charts, etc. * In partnership with SOE Finance, responsible for executing the faculty appointment process * May be responsible for budgetary responsibilities Minimum Qualifications (Mandatory): * Bachelor's Degree in Human Resources, Business Administration, or other related field * Five years progressively responsible human resources management experience including employee relations experience, preferably in a University setting Preferred Qualifications: * Human Resources generalist experience * Master's Degree in Human Resources Technical Qualifications or Specialized Certifications: * Society of Human Resources Certification preferred Special Knowledge, Skills & Abilities: * Requires demonstrated ability to initiate, develop, and implement a wide range of human resources programs independently and in collaboration with other HR professionals * Excellent consulting and negotiation skills to provide appropriate counsel, advice and work in partnership with management and staff on human resources matters, and conflict resolution * Excellent oral and written communication skills to promote and communicate human resources programs to the staff * Distinct ability to work collaboratively with others both within and outside of Human Resources * Ability to respect the confidentiality of sensitive information * Creativity and resourcefulness to handle various human resources issues and concerns effectively * Demonstrated organizational development and change management skills, highly capable of working with different leadership styles, diverse and/or complex organizational issues and structures * Must demonstrate a high level of competency and mastery in effective management resolution of employee and labor relations issues * Possess in-depth knowledge, mastery and skill in two or more primary human resources functions: employment and recruitment, compensation, benefits, organizational design and development, employee training and education * In-depth knowledge of federal, state, and local laws and regulations in human resources * Working knowledge of emerging trends and practices in human resources * Ability to work with and use current HR information technology, SAP and SuccessFactors experience strongly preferred * Proficient use of the Microsoft suite Supervisory Responsibility: *
