The Washington Metropolitan Area Transit Authority is seeking an individual with an excellent understanding and background in a communications or operations center environment. This candidate would join our team as a Business Manager in our Bus Operations Control Center.

The ideal candidate would be tasked with managing staff, developing goals, objectives and work standards as well as coordinating training and administering discipline. Ability to handle critical issues with confidence while providing leadership is key.

Must be able to organize and prioritize in a fast-paced work environment and skilled with documenting information into concise, well written reports. Excellent communications and administrative skills are a must.

Exceptional computer skills using various applications to include Excel, PowerPoint, and Word along with a good understanding of databases. Must be accustomed to presenting before Senior Level Executives.

If you love a challenge, nothing will test you more than working in the nation's capital. The position will be located in our office of Bus Transportation in Landover, MD.

Minimum Qualifications

Education
  • Bachelor's degree in Business Management, Business Administration, Operations Management or related field of study
    • In lieu of a Bachelor's degree, a High School Diploma and four (4) years of control center or similar operational work experience, in addition to the experience below, will be considered

Experience
  • Six (6+) years of work experience in business management, business administrations, operations management, policy analysis, or similar

Certification/Licensure
  • N/A

Preferred
  • WMATA Bus Communications Control Center (BOCC) experience
  • Experience in an operations center environment.
  • Experience working in a street or field operations environment.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or servere weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Business Manager of the Bus Operations Communications Center (BOCC) serves as a strategic leader and management support for the Bus Service, Street Operations and Information functions within the BOCC. The incumbent works to implement the Director's vision for the BOCC within those functions. The Business Manager's primary responsibility is to ensure the success of communications center and street operations personnel by managing the staffing, scheduling, training, refresher training, discipline, and procedural updates for the function overseen. The Business Manager collaborates effectively with BTRA and other internal Business partners to ensure that the work of each BOCC function is closely coordinated and aligned. Additionally, the Business Manager administratively supervises the Assistant Superintendents of both the BOCC and Street Operations. This includes administering performance management for their subordinate staff (based on input from Superintendents, Assistant Superintendents, Bus Communications Supervisor and Street Operations Management) and other administrative activities.

Essential Functions

  • Acts as a strategic partner to BOCC and/or Street Operations senior leadership. Assists in managing goals, objectives, productivity, specified work standards, priorities, compliance, and bus transportation analyses to ensure all activities are accomplished safely and conform with assigned mission, goals and objectives.
  • Develops, and modifies plans, policies and bus operating procedures, in cooperation with BOCC and/or Street Operations functional managers and BOCC leadership team (as necessary), to ensure that operations are conducted efficiently, safely, and in alignment with accepted transit practices and guidelines.
  • Coordinates the training of communications center personnel. Works with Metro training personnel to ensure that all BOCC and Street Operations personnel are certified to safety standards and compliant with Metro requirements. Reviews and makes recommendations to modify training so that it stays up-to-date with bus operating procedures and policies.
  • Tracks staffing needs within their function and works with BOCC leadership to ensure the BOCC and/or Street Operations has the staff required to be successful. Participates in hiring committees and personnel selection processes. Supports new staff on-boarding.
  • Builds, organizes, and leads mid-level After-Action Review briefings for communications center personnel to promote learning as a productive response to incidents.
  • Evaluates and analyzes the safety and performance data, in partnership with BTRA and other business partners, to drive continuous improvement in the BOCC.
  • Uses the BOCC Code of Conduct policy to administer discipline among communications center personnel, in collaboration with the other BOCC and/or Street Operations management staff and BOCC senior leadership, in a consistent and constructive manner.
  • Completes administrative duties as manager of the Supervisor, Public Communications and the Bus Communications Coordinator staff. Has indirect oversight of the Bus Communications Specialist, Assistant Superintendent BOCC, and supports Street Operations administratively. These include performance evaluations, one-on-one meetings, and timesheet approvals based on input from the Superintendents of BOCC and Street Operations. Collects and consolidates input from the communications center into reports of incidents in accordance with BOCC and/or Street Operations procedures. Properly documents this information for After-Action Reports, safety investigations, learning or disciplinary matters.
  • Manages and executes all scheduling for one of the BOCC functions in accordance with safety requirements and in conjunction with all strategic planning completed by BOCC senior leadership. This includes working with Labor Relations and other Metro offices for formal picks, and for developing weekly schedules for all personnel within their function.
  • Develops and implements budgetary controls and staffing strategies to minimize unplanned overtime expenditures, in partnership with BOCC and Street Operations managers.
  • Coaches and mentors the Assistant Superintendents and Public Communications Supervisor and Coordinators. Dedicates time to developing their talent.


OTHER FUNCTIONS
  • Promotes a culture of safety, accountability, and trust across the BOCC and/or Street Operations. Maintains strong working relationships with the other Business Managers. Supports comradery across all functions of the BOCC.
