DESCRIPTION As part of the Program Management Team, the Transportation Engineer will work and support the integrated delivery of sidewalk and intersection projects within the client's capital program. This position will report to the client's site in Leesburg, VA. The Transportation Engineer will carry out design oversight and day-to-day management of the Intersection Improvement and Sidewalk and Trail Programs. The engineer work directly with PMs, VDOT and partner agencies, consultants and other stakeholders, requiring frequent oral and written communications to identify and resolve issues and provide technical advice and guidance as needed. The oversight, in coordination with local agency's project managers, will be provided through review of written materials, participation in meetings, and field visits to project sites. Good working knowledge of the principles, practices and procedures of civil engineering, project management, construction methods, and project budgeting and tracking along with working knowledge of applicable codes, laws, rules and standards regulating the design and construction of these improvements will be necessary. In management of design consultants/engineers, responsibilities include review of environmental, geotechnical, and utility investigations, assisting in the processing of plans through VDOT and County Department of Building and Development, and support in the development of construction plans. In addition, this position will assist in the coordination of utility relocation, if necessary, requests for new utility services, and will assist the Land Acquisition Manager with the acquisition of right-of way and or easements as required for the projects. Responsibilities include: Perform duties for planning, design, procurement and construction. Supports budget tracking, and project milestone monitoring to assist in overseeing and managing the delivery of prioritized projects. Assist as needed in the technical review of drawings and related details for conformity with contract requirements, codes and standards, and costs and schedule compliance. Technical know-how and implementation experience in intersection improvement projects including intersection design, signal justification report preparation, design of roundabouts, design of sidewalks and trails. Identify and manage technical challenges and issues that arise during the design, budgeting, scheduling, procurement, bidding, permitting and construction of specific projects. Schedule and oversee the activities of design consultants, engineers, specification writers, estimators, fabricators and construction teams. Advise and consult with partner agencies regarding the feasibility and acceptability of project plans, and provide technical assistance, advice and guidance on engineering and related matters. Review and evaluate project documentation for acceptance with scope and applicable specifications, state and federal standards and/or requirements. Prepare timely and accurate written reports and meeting minutes documenting findings, decisions made, and actions required. Review and determine project feasibility relative to the scope requirements, overall Capital Improvement Program resource constraints, and construction schedules. Assist in Value Engineering efforts as required. During the construction stages of projects, make periodic field inspections to ensure full compliance with drawings and specifications and provide advice and guidance relating to any proposed changes that arise in the field. Review contractor submittals for approval. Review Change Orders to ensure compliance of approved bid documents to assure the intent and all appropriate codes are carried out. Oversight and compliance with traffic engineering standards and safety. Evaluate and review the required traffic and traffic signal pavement marking and signage plan and providing recommendations for improvements complying with federal and state policies and standards. Coordinate with VDOT to ensure compliance with design details and unique pavement markings and signing. Provide support to construction management staff during the implementation phase. Coordinate directly with the other agencies for preparing bid documents and management of the bidding process. Manage the CEI consultants overseeing the installation contractor for: quality control testing, monitoring site activities for safety and contract compliance, communicating with the civil engineer and the design consultants when field conditions require design modifications, and coordinating improvement acceptance into the VDOT system. PROFESSIONAL REQUIREMENTS Bachelor's degree in Civil Engineering or related field. 7+ years of relevant experience. PE license required. Knowledge of engineering principles and practices used in the intersection design, construction and maintenance of all types of sidewalks/trails, highways, and related structures. Knowledge of highway laws, codes, standards and specifications pertaining to highway engineering and costs. Knowledge of intelligent transportation and traffic management systems technology and applications. Knowledge of traffic operations theory and practice. Knowledge of engineering office practices and procedures. Experience with local Loudoun County/VDOT standards is a plus. Computer knowledge/experience with MicroStation /ACAD a plus. Computer knowledge/experience with Microstation/OpenRoads and Microsoft Office (Word/Excel). Experience in using relevant software/tools such as Crash Magic, HCS 7, PC Warrants, Urban Logiq, Synchro is a plus. The ability to direct designers/CAD Technicians in the completion of redlines. Ability to maintain records and prepare reports and correspondence related to project work. Ability to organize and coordinate the work of others. Ability to set priorities and assign work to other professionals. Ability to travel/work outdoors as well as in an office. #LI-AE1
