Primary Location: 5887 Copley Dr, Herndon, VA, US Division: Cox Communications Job Level: Executive Travel: Yes, 25 % of the Time Schedule: Full-time Shift: Day Job Requisition Number: 202104349_17496390 Role Summary Cox Communications, Inc. headquartered in Atlanta, GA is seeking an Executive Director - State Regulatory Affairs to manage and lead the state regulatory affairs team. Primary responsibilities include directing multi-state regulatory activity, primarily focused on state public utilities commission proceedings. This position advocates, negotiates, and participates in the preparation and presentation of filings before state agencies. Also works closely with corporate and regional government affairs teams. The ideal candidate will have considerable experience in telecommunications law and policy with an emphasis on broadband, voice, and video regulation. The role requires the ability to respond to the fast-paced needs of an ever-changing regulatory and legal landscape and experience leading and working cross collaboratively with multiple teams. The position reports to the Vice President, Regulatory Affairs. Primary Responsibilities and Essential Functions Responsible for implementation of regulatory policies and practices throughout the Companys national footprint. Manages a team of regulatory professionals, and analysts and directs the companys involvement and representation before state regulatory agencies (such as PSC/PUC). Effectively communicates Cox positions to regulators. Must be comfortable preparing and delivering communications orally and in writing at various levels, including appointed and elected government officials/regulators. Ensures timely filing of all required state regulatory documents, including tariffs, periodic regulatory reports, responses to interrogatories, and data requests. Works closely with Cox government affairs and public affairs personnel to ensure consistency with Cox policy at local and state government. Participates in efforts to develop regulatory strategies and plans working with state and national trade associations. Ensures appropriate review of broadband, video and voice-related customer-facing documents, marketing materials, etc., for compliance with applicable state regulations and statutes. Monitors and supervises resolution of informal and formal customer complaints that occur at the FCC or local state regulatory agencies. Manages outside attorneys and consultants, and coordinates efforts with other Company legal personnel to maximize efficient use of Company resources. Advises Cox business leaders and colleagues on state regulatory matters, including proposed rules, regulations, and policies impacting the company. Qualifications: Minimum Where permitted by applicable law, must be fully vaccinated against COVID-19 to be considered for this US based job. Degree in related discipline strongly desired 10 or more years of experience required in related field in communications regulatory affairs, working for a communications company, law firm, public utilities commission or other government agency Experience working with all levels of the organization, particularly mid- and senior-level executives Strong written and verbal skills, ability to adapt communication to different target audiences Excellent interpersonal, leadership, presentation, and collaborative skills to work effectively with leadership and teams across the organization Requires high level of discretion and confidentiality; ability to deal with ambiguity and influencing without direct authority Experience in strategy, planning, and delivery of internal and external campaigns Strong ability to execute and manage projects and details with minimal oversight Demonstrates strong awareness of business and organization sensitivity and adapts communication accordingly Must be able to work in a fast-paced environment and exhibit professionalism under pressure Strong influencing and problem-solving skills Excellent proficiency with MS Office (ie Excel, PowerPoint, Word, etc.) Willingness and ability to travel within the United States Travel to regulatory agencies, as needed Preferred JD, MBA or other relevant advanced degree 5 or more years of experience in a management role or leading cross functional projects #LI-126 Who We Are About Cox Communications Cox Communications is committed to creating meaningful moments of human connection through broadband applications and services.
