COVID-19 continues to significantly impact our employees, families and communities. As a federal contractor, DCS is required to comply with Executive Order 14042 and the Safer Federal Workforce Task Force Guidance requiring contractor personnel to be fully vaccinated against COVID-19. DCS is seeking a Program Analyst with Army budget experience to support a customer located at Ft. Belvoir, VA.

Essential Job Functions:

Prepare, consolidate, and review the P&R form budget drill for submission.

Assist in developing Obligation Plans, P&R Forms, Weapon System Reviews and Program Objective Memoranda (POM) for support to the Army's Planning, Programming, Budget, and Execution (PPBE) process.

Prepare the justification for under-execution drills, INV-01 (The process of OSD reviewing all funding and implementing resource management decisions, due to under-execution), night courts, mid-year review and obligation plans.

Provide quality assurance and quality control to ensure submissions are accurate, complete and in compliance with applicable financial policies.

Provide support to the Product Office PMs regarding the status of assigned programs, plans, and unfunded requirements (UFR).

Review UFR submissions, maintain UFR tracker, ensure submission are in sync with execution documents and funding profiles.

Provide impact statements to defend existing resource levels for assigned programs in the event of proposed resource decrements.

Participate in the monthly tracking, evaluation, and reporting of program financials, POM, ACAT reviews, and other tasks as assigned.

Serve as Functional Lead for Foreign Military Sales (FMS) taskers, presentations, and funding drills. Coordinate all submissions with Product Office PMs and The Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC) POC.

Create memoranda as needed to document programmatic events related to execution.

Performs other duties as assigned.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Active Secret Clearance.

Bachelor's degree from an accredited college or university.

At least 12 years of practical experience required (2 years of experience with Associate degree will equate to a bachelor's degree. 4 years of experience will equate to a bachelor's degree).

Program Management Office experience.

Knowledge of the Federal Budget Process.

Ability to operate in a fast-paced environment.

Basic knowledge of Army systems such as General Fund Enterprise Business Systems (GFEBS).

Desired Skills:

Program Management Professional (PMP) certification.

Standard Operations and Maintenance Army Research & Development System (SOMARDS), Logistics Modernization Program (LMP).
