Responsibilities

As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:
  • Performs as a member of a team responsible for planning, building, delivering and sustaining National Background Investigation Services (NBIS) training for over 400 Federal organizations and over 10,000 Cleared Industry companies. As such, the NBIS training program directly supports the whole-of-government implementation of Trusted Workforce 2.0.
  • Responsible for orchestrating, leading, and overseeing training functions to include: gathering requirements; governing the program's development lifecycle; ensuring detailed needs assessments are conducted; building and leading teams; developing and communicating messaging; analyzing metrics; creating reports; managing and enhancing the customer experience; liaising and aligning across organizational boundaries; and conducting in-depth system and capability and stakeholder needs assessments.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility and complexity to the next lower grade GS/GG 12 in the Federal service, and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: One year or more of such specialized experience with personnel security management to ensure appropriate and thorough screening and investigation is conducted that includes, but is not limited to, working independently in a personnel security, investigative, adjudicative, and/or a continuous evaluation office; Experience using automated personnel security programs/systems daily for input, output analysis and correction of personnel security actions.

Specifically you will be evaluated on the following competencies:
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Customer Service - Anticipates and meet the needs of both internal and external customers; delivering high-quality products and services while being committed to continuous improvement.
  • Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications.

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
