Summary

This position is part of the Defense Threat Reduction Agency. The incumbent serves as technical lead and government representative with responsibility for activities of employees and contractors who are engaged in providing End User Customer IT Support, Network Infrastructure functions, Systems Administration and support implementation of new or major upgrades to IT initiatives having Agency-wide and global service impact.

Responsibilities

As a IT SPECIALIST (PLCYPLN) at the GS-2210-13/14 some of your typical work assignments may include:
  • This role serves as technical lead and government representative with responsibility for activities of employees and contractors who are engaged in providing End User Customer IT Support, Network Infrastructure functions, Systems Administration and support implementation of new or major upgrades to IT initiatives having Agency-wide and global service impact.
  • Serves as a subject matter expert to the Office IT department chief for projects, organizing, planning, budgeting, developing, coordinating, establishing, and directing efficient and effective systems administration, end user life-cycle replacements, and system upgrades by employing cybersecurity requirements and support activities at all classifications and mission assurance levels.
  • Leads or assists in managing IT projects or assignments involving cross division, department, or directorate work, or external-Agency work in implementing, verifying, updating, and/or sustaining end user equipment, systems and networks.
  • Develops, updates, and/or coordinates on policies and other guidance in functional area of expertise and responsibility.
  • Ensures processes, procedures, and policies for delivering quality IT are responsive to end-user requirements and standardized across the Agency.
  • Leads assigned or ad hoc project teams responsible for delivering IT solutions within executive management approved time lines and costs.
  • Coordinates and integrates project activities and resolves varying points of view among project stakeholders.
  • Identifies, obtains, and manages project resources.
  • Leads project through phases, milestones, and approval processes which includes internal or external executive review/approval.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Leading contractors and providing oversight in the execution of IT projects.
  • Advising on Systems Administration functions and IT network infrastructure.
  • Troubleshooting IT service disruptions and outages.
  • Managing high-visibility projects and applying program management strategies to meet agency goals
  • Leading or assisting in managing IT projects or assignments involving cross division, department, or directorate work, or external-Agency work in implementing, verifying, updating, and/or sustaining end user equipment, systems and networks.
  • Implementing configuration management, device upgrades, software and operating system patches, data backup and restoration.
You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Leading contractors with day to day IT operations to include systems administration and network infrastructure.
  • Working independently and briefing senior leadership and stakeholders on project/program to include closing work assignments on time and in a professional manner.
  • Determining technical requirements relating to end user life-cycle replacements, hardware and software system upgrades and support activities at all classifications and mission assurance levels.
  • Managing complex, high-cost, high-risk, security-sensitive, or high-visibility IT projects that have impact Agency-wide and may potentially impact local governments and the private sector.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training.

    One year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.
