Summary

The positions are located in the Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP) in the divisions below:
  • Clean Air Markets Division
  • Climate Protection Partnership Division
  • Stratospheric Protection Division
  • Climate Change Division

The division will be determined after a selection has been made for the position.

Responsibilities

You will:
  • Advise on the development of regulatory and non-regulatory climate protection and air quality policies and programs;
  • Analyze and summarize technical, economic, and scientific information to support assessments of alternative options for regulatory development and program implementation pertaining to environmental laws and programs;
  • Monitor, assess, and report on the effectiveness of climate protection and air programs;
  • Represent the Division and Agency on national and international work groups and committees for the development of policies and programs to protect the ozone layer, address climate change, and improve regional air quality.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as conducting public policy or market analysis; preparing written analysis of policy options addressing public sector issues.

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as developing or advising on public policy or market analysis; preparing written analysis of policy options addressing public sector issues; presenting or making recommendations on scientific or technical findings.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of environmental protection policies and programs; 2) Ability to advise on environmental issues; 3) Skill in data gathering and analysis; 4) Ability to correlate environmental data and verify scientific/technical results; 5) Skill in written communication; 6) Skill in program management; 7) Ability to collaborate with diverse group of professionals; 8) Skill in oral communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
