Reviews and evaluates benefit plans for quality, cost-effectiveness, compliance, market competitiveness, salary surveys, and employee satisfaction. Administer the Affirmative Action program and manages the Human Capital Management System. Investigates new benefit programs, improves existing programs, while handling the day-to-day benefits administration. Works with vendors for open enrollment, claims, benefits and other administrative issues related to the plans/programs and on behalf of employees. Collaborating with Finance, develops and maintains the organizations compensation program.REQUIREMENTSBachelors degree in Human Resources, Business Administration or related field required. Masters in a related field a plus.Certified PHR or SPHR and/or certified as a benefits professional a plus not required.Minimum three (3) to five (5) years of experience in group insurance or employee benefits management and administration, and compensation analysis for a group that is multi state and the district and over 750+ employee base. (MD, VA, NC, and DC).Minimum five (5) years of experience conducting benefit plan design and concepts, general HR practices and procedures, and legislative requirements andExperience with Paycom Human Capital Management System Required.Experience with compliance regarding OSHA, ERISA, HIPPA, COBRA, and FLSAExperience with Workers Compensation, Safety Committee, and general HR practices.Experience with conducting compensation assessment and market review.Experience with incentive compensation, including all aspects of variable pay.Experience with non-profit health care or human services organization, faith based a plus, not required.Ability to manage multiple work activities concurrently with minimal supervision;Able to understand and adjust to changing priorities, circumstances, direction, and personal styles.Strong interpersonal skills and ability to manage relationships with all levels of staff, vendors/consultants, and internal/external customers.Strong customer service orientation: Active listener, creative problem-solving.Excellent written, oral and Microsoft computer skills.Excellent Excel experience including pivot tables and formulas.Bilingual in any language a plus.RESPONSIBILITIESCollaboration AdministrationIn collaboration with immediate supervisor completes the EEO1 and OSHA Recording.Participates and maintains the employee benefits guide manual and a member of employee handbook and policies and procedures update.Participates as a member of the employee safety committee and provides work place incident reports.Partners with payroll to ensure all deductions and employee contributions are met.Partners with Benefit Brokers on Surveys and Plan Design and renewals.Handles all Workers Compensation, FMLA, Disability Request.Manages the affirmative action program and the compensation vendor.Develops and leads the organization wellness plans.Any additional duties as assigned by supervisor or designee.Health Insurance and Voluntary PlansAdminister and lead the companys employee Health Insurance programs in conjunction with current benefit brokers and VP, HR and Administration or designee.Design and develop all benefit-related communications for distribution to employees.Conduct employee presentations, employee enrollment meetings and assist employees with claims, billing questions and other administrative issues.Responsible for the coordination of payment for benefit billings, including reconciling amounts, running a variety of reports and obtaining required approval.Performs audits to maintain accuracy of the data and investigates any discrepancies.Researches and recommends new benefits programs and improvements to existing ones.Gathers necessary census data to prepare request for proposals for all insurances from a variety of vendors. Actively manage renewal process and discussions.Monitor administrative cost and pricing of benefit programs and recommend cost containment strategies including alternative methods of administration.Works closely with the accounting, payroll and finance departments to ensure payroll deductions and provider invoices are reconciled correctly.Reviews all voluntary plans for utilization and added value to employeesDocuments and regularly updates administrative procedures as it relates to benefits and compensation.Retirement Plans AdministrationPlan administrator for the 403(b) Plans and Defined Benefit Plan.Review matching program, plan designee and ensures annual notification requirements are met.Ensures voluntary plan contributions are being deducted accordingly and performs reviews of early hardship requests accordingly.EFFECT ON END RESULTDrives and ensure flawless execution of companys benefits program and plans.Ensures the open enrollment process is efficient, timely, user-friendly and accurate.Ensures benefit plan administration is compliant with all legal, regulatory and policy requirementsBenefit plans and insurance programs are designed for quality, cost-effectiveness, and employee satisfaction and are operating effectively.PHYSICAL REQUIREMENTSThe physical requirements described below are representative of those that must be met by an employee to successfully perform the essential duties of this job.
