This position serves as a Statistician (Operations and Administration), located in the Department of Justice (DOJ), Office of the United States Trustees Program (USTP), Executive Office (EOUST), Management Operations (MO), Office of Planning and Evaluation (OPE), in Washington, DC.

Responsibilities

The duties and responsibilities for a 1530 Statistician (Operations and Administration) generally include, but are not limited to, the following:
  • The incumbent formulates, amends, and verifies theoretical, statistical, and empirical models of analytical data related to bankruptcy programs and the national bankruptcy system.
  • The incumbent conducts analyses and evaluations that support USTP mission activities and operations.
  • The incumbent develops new, and reviews and updates existing, statistical sampling plans for various studies.
  • The incumbent performs empirical research of issues and problems in the bankruptcy system.
  • The incumbent collects and analyzes data to provide information for official publications about the bankruptcy system.
  • The incumbent disseminates data and information to general audiences with little or no background in statistics or data science.

Qualifications

To qualify for the position of Statistician (Operations and Administration) at (GS-1530-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1 year (52 weeks) at the next lower grade level to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

All applicants must meet the BASIC REQUIREMENT:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
  • ~ OR ~

    Combination of education and experience: courses as shown in "1" above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    ~ AND ~In order to meet the minimum qualifications for this position at the GS- 11 and GS-12 level you must also have:

    For the GS-1530-11, you must possess at least one of the following:

    A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Collecting and analyzing data to provide information for publications or reports; 2) Performing studies and statistical analyses to improve program operations; AND 3) Creating automated data reports or dashboards.

    OR

    B. A Ph.D. or equivalent doctoral degree; or three full years of a progressively higher-level graduate education leading to such a degree; or LL.M., if related.

    OR

    C. Some of the specialized experience as described in A but less than one year, and have more than one year but less than two years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

    For the GS-1530-12, you must possess the following: 1) Collecting and analyzing data to provide information for publications or reports; 2) Performing studies and statistical analyses to improve program operations; 3) Creating automated data reports and dashboards; AND 4) Performing empirical research of issues and problems.
