Summary

This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), General Law Division (GLD).

The primary purpose of this position is to draft decisions on the claims of Coast Guard members and veterans for the Board for Correction of Military Records of the Coast Guard (Board).

Responsibilities

As an Attorney-Advisor (Open Continuous) GS 0905 12/13, your typical work assignments may include the following under supervision:
  • Read case files concerning claims about errors and injustices in Coast Guard members' and veterans' military and medical records-such as claims about promotion, punishment, retirement, pay, discharges, and disability benefits-to learn and be able to discuss the facts of each assigned case.
  • Research the law and policy applicable to the claims and identify significant factual and legal issues for the Board to consider and deliberate.
  • Draft formal legal decisions with excellent logic and clarity and containing thorough summaries of the allegations, military and medical records, and applicable law and policy, as well as findings with clear and careful applications of the law and policy to the facts.
  • Present and discuss draft decisions at Board meetings for deliberation and adjudication by the Board and rewrite decisions as required by the Board.
  • Manage your assigned case load to ensure that the Board's decisions are timely issued. Communicate with Coast Guard members and applicants and respond to their telephone calls and written inquiries about Board cases and procedures.
  • Perform other research, writing, and legal and administrative work as directed.

Qualifications

Basic Requirements:

GS-12:
1. The first professional law degree (LL.B. or JD); or
2. The second professional law degree (LL.M.) AND
3. One (1) year of professional legal experience (equivalent to the GS-11 level) or one (1) year of judicial clerkship.

GS-13:
1. The first professional law degree (LL.B. or JD); or
2. The second professional law degree (LL.M.) AND
3. Specialized professional legal experience in excess of two years that is commensurate with the duties and responsibilities of the position or two years of judicial clerkship.

Specialized Experience:
The Office of the General Counsel (OGC) will evaluate eligible candidates based on the following criteria:
OGC will assess qualified applicants by comparing each candidate's qualifications to those pertinent to the position. OGC will consider relevant skills and experience, education and training, performance, and awards. The skills and experience listed immediately below are of particular importance to the position, and applicants should provide specific detailed information in these areas, where applicable, as part of their application.

For this position, specialized experience is having significant experience in researching and drafting legal decisions concerning military personnel matters pursuant to judicial clerkships or in other adjudicatory fora.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.

Permanent Change of Duty Station (PCS) Expenses will (not) be paid.

Promotion Potential: GS-15

This is a permanent appointment in the excepted service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment are required to serve a two (2) year trial period. Upon successful completion of the required trial period, this position will be permanent.

Applicants must be a graduate of a school of law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
