Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer, Human Capital Management Division (HCMD), Training and Employee Development Branch. The purpose of the position is to provide training and employee development advisory services and assistance to managers and employees. Responsibilities Provides technical and/or sensitive human resources advisory services to managers and employees on matters related to employee and career development and training. Conducts training needs assessments to determine programs and opportunities to best meet the employees' training needs. Formulates options and recommendations for resolving employee and/or career development and training concerns and presents them to management. Recommendations to managers include available options when organizational policy or program changes are required to address specific issues or include providing customized workshops or assessments to meet their specific needs. Researches best practices for assigned workforce development programs, develops and presents recommendations regarding learning and development programs and services. Performs task analysis of positions to confirm the skill and knowledge requirements of positions and to identify any deficits in skills or knowledge that can be improved with training and development opportunities. Researches and recommends certain opportunities to address those deficits. Develops training and development activities, materials, and resources for learning and development programs and services and cohort groups. Conducts training and informational sessions related to assigned workforce development and continual learning services. When providing on-site training, ensures facilities are available and ensures training materials and equipment are available. When external training resources are recommended, determines the availability of training funds to cover tuition and other related costs and the applicability of the resources to meet the training need. Maintains student training enrollment and completion records. Analyzes training course costs and develops training program budget. Collects and analyzes training data and reports the statistical results to the serviced organizations' managers. Administers supervisory and leadership programs and other career development programs, to include design, development, implementation, monitoring and program analysis, evaluation and reporting for workforce development services. Coordinates with the Talent Acquisition and Classification Branch in the development of position descriptions and career ladders to provide opportunities to hire applicants with minimal qualifications into positions which will provide opportunities to develop skills and knowledge to allow advancement to full-performance administrative and journey-level trades and labor positions. Monitors and provides program analysis, evaluation, and reporting for workforce development services. Prepares and consolidates clear and concise reports, management briefing papers and presentations, correspondence, program guidance and/or participant guides. Coordinates with internal and external stakeholders, other federal agencies, and professional associations to maintain awareness of trends and new developments in human resources development, employee development, and training needs analysis techniques. Represents the AOC at professional human resources development, specifically training and employee development, meetings and conferences.
