The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID).The International Finance Corporation (IFC) is the largest global development institution focused on the private sector in emerging markets. Working with 2,000 businesses worldwide, the Corporation uses six decades of experience to create opportunities where they are needed most. Private sector financial development is essential to the promotion of successful and sustainable economies in low- and middle-income countries around the world. Sound and efficient financial markets can ensure that resources are allocated where they are most productive, assisting job creation and spurring economic growth. IFC has embarked on an ambitious new growth strategy, the outcome of which will be to double our volume of business by 2030, and triple the work we do in Low Income Countries (LICs) and Fragile and Conflict affected States (FCS). To do so, IFC will need to deploy its full range of financing, mobilization, advisory, convening and thought leadership skills. This also calls for the need to generate our own opportunities by proactively working "Upstream" to create, deepen, and expand markets and opportunities for the private sector and to imagine, design and implement investment projects. This strategy also relies on a closer WBG collaboration through the "Cascade" approach: working with clients, we will first seek private sector solutions to address development challenges-where such solutions are advisable and can be effective-and reserve public financing for projects only when other options are suboptimal.IFC is seeking a Director for the Public Private Partnerships (PPP) & Corporate Finance Advisory Department (CTA) to be based in Washington, DC, to provide leadership to the PPP and CFS Divisions' business strategy, operations, business growth and portfolio oversight and talent management globally. The Director will manage a team of 110+ staff split between Washington, DC And regional offices. The Director will report to the Vice President, Cross Cutting Solutions.Duties and AccountabilitiesBusiness responsibilityThe Director of the PPP & Corporate Finance Advisory Department will assume responsibility and accountability for developing and implementing IFC's global PPP and CFS strategies, including key business and development targets, with a focus on impact, financial sustainability, and FCS countries.Solutions and Results for Clients* In the context of IFC's global strategic priorities, develop IFC's global PPP & Corporate Finance Advisory strategy, in partnership with regional departments, and in close collaboration with relevant IFC industry departments, and relevant WBG departments.* Coordinate delivery of this strategy, primarily through regional infrastructure teams for PPP projects, and with the relevant investment industry and regional teams for CFS transactions.* Lead the development and provision of innovative, cost-effective, and demand-driven PPP products and services that serve IFC's strategic priorities and financial sustainability goals.* Represent IFC and the department on PPP related corporate strategic issues to ensure that operational policies, practices and procedures align with quality service delivery to clients.* Manage the Department's budget (internal and external funds) to support the implementation of relevant IFC strategies and with a goal to increase efficiency and effectiveness.* Actively support fundraising efforts for the PPP & Corporate Finance Advisory Department.* Foster strong relationships with counterparts in the World Bank Group, particularly in the Infrastructure, PPPs, and Guarantees Department (IPG) and relevant Global Practices, as well as in other private and public institutions to identify collaboration opportunities and to enhance client and business delivery.* Develop and maintain relationship with global players in relevant industries and act as IFC's representative for key global organizations and institutions.Governance* Review all global and regional PPP and CFS projects, approve Tier I and Tier II projects (ensure Tier III projects are ready for corporate committee) and support implementation through active portfolio supervision.* Monitor and manage risks associated with PPP and CFS project design and implementation, and where needed, ensures effective mitigation of strategic, operational and/or reputational risks to IFC.People/Talent Management* Model exemplary WBG leadership values and managerial behaviors and reinforce these qualities in the PPP management team and staff.* Provide overall leadership and people management, in collaboration with regional colleagues, for hiring and developing IFC's diverse talent based in Washington, DC and in the field offices.Knowledge Management* Engage and collaborate with relevant IFC industry departments and World Bank departments implementing infrastructure and PPP programs, and seek efficient ways to ensure timely flow, capture and provision of resources and knowledge to meet IFC's client needs.* Lead the learning agenda to foster technical excellence within IFC, including learning for global product specialists to ensure product coherence and quality in accordance with IFC's strategic and operational priorities.* Support the coordination of research, as well as the dissemination of PPP and CFS related technical knowledge and learning across IFC and the WBG, including relating to global best practices, trends and data, product development and stakeholder relations.* Act as IFC's spokesperson with respect to PPPs, represent the organization and maintain strong relationships with policy makers and private sector counterparts to disseminate and enhance the impact of IFC delivery in PPP initiatives. Selection Criteria* A Master's degree or equivalent professional qualification in finance, business, law, public policy, consulting or equivalent with a minimum of 20 years relevant experience. A background which combines one or more of these areas of experience will be preferred.* Minimum of 15 years hands-on PPP transaction and policy development experience in infrastructure (eg, transport, power, environmental) and/or social services (eg, health, education).* Strong track record of business delivery, demonstrated investment experience, superior businessjudgment and established professional credibility.* Strong technical understanding of the investment and advisory businesses, including product development, structuring, client relationship management, credit and equity skills and superior risk management* A track record of innovation in developing and structuring products to support investment in emerging markets* Ability and willingness to make decisions and take accountability and hold others accountable forresults* Demonstrated ability to lead effectively and manage a large and dispersed team in a dynamic and multicultural environment* Ability to work collaboratively with superior influencing, facilitation, and interpersonal skills* Capacity to build strong client relationships that lead to results oriented and development focused partnerships* Proven track record of managing and motivating staff across different locations, becoming strongmentor and growing businesses, leading by example* Excellent people management skills and openness to feedback; new ideas and ability to guide staff to solutions to problems* Building organizational capacity through system and process improvements* Ability to develop innovative solutions and challenge the status quo to build the business.* Recognized as a team player, leader and strategic thinker and thought leader* Strong written and verbal communications skills* Ability to collaborate closely with World Bank and other MFIs and financing institutions and banks* Ability to represent IFC externally and to develop and manage relationships with clients,government, media, donors, and other stakeholders* Demonstrated ability to deliver results under stressful timetables and environmentMeet World Bank Group-wide managerial competencies - Courage of your Conviction, Leading the Team for Impact, Influencing Across Boundaries, Fostering Openness to New Ideas, Building Talent for the Future.In addition to the WBG managerial selection criteria, the following qualifications are sought: Commitment to development and a proven track record showing alignment with the World Bank Group and IFC's mission, strategy, and values.Povertyhas no borders, neither does excellence.
