Responsibilities

The incumbent functions as a technical resource center and clearinghouse for all IT acquisitions developed by DTS Chief Operating Officer (COO) project and program offices. The SBMS Staff provides DTS program offices with analytical, consulting, and document review support for IT hardware, software, and services acquisitions. SBMS also serve as Contracting Officer's Representatives (COR) and perform daily tasks related to contract administration and oversight for a wide portfolio of IT contracts and Blanket Purchase Agreements during the post-award period across the four COO Offices. The incumbent provides consultation on contract management and acquisitions strategy to IT program managers, technical, and financial specialists. These activities involve market research on technology, development and review of acquisitions documents, and evaluation of cost and pricing strategies. The incumbent reviews solicitations to ensure requirements, goals, and objectives correctly represent the needs of the program office. The incumbent serves on the source selection panel and provides expertise on the acquisition method. The incumbent also works with program office stakeholders to resolve acquisition-related problems impeding the accomplishment of IT projects and program goals and objectives. The incumbent ensures delivery integrity for awarded contracts and actively and proactively participates in Budget Formulation and Execution exercises.

Duties may include, but are not limited to:
  • Supporting IT program offices in performing pre-award contract functions. This includes developing contract requirements, such as Statements of Work (SOW), Market Research, Independent Government Cost Estimates (IGCE), as well as evaluation and performance criteria for IT hardware, software, and services acquisitions. The documentation encompasses functions to be performed, outcomes or levels of performance to be achieved, and essential performance characteristics for requirements to be delivered.
  • Providing expertise on whether a program office requires contract support. Serving as a subject matter expert for IT program offices on contract vehicles and potential methods of procurement. Participating in post-award orientation conferences.
  • Performing as COR for IT hardware, software and services contracts, and serving as a technical liaison between the Contracting Officer and the Contractor. Responsible for ensuring satisfactory performance of effort and timely delivery of services as set forth in the contract. Duties also include overseeing schedules for contracts and task orders, monitoring costs and performance, and other contract oversight.
  • Participating in acquisition planning and serving in a leadership role to describe the IT program office needs to the Contracting Officer. Coordinating with the Contracting Officer and program office SMEs to ensure all acquisition documentation is complete and accurate. Preparing the requirements documentation and transmitting the acquisition request package to the contracting office.
  • Developing functional and technical requirements for Judiciary enterprise and/or COO scale hardware and software acquisitions (e.g., software site licenses) in coordination with other Administrative Office directorates and offices and Judiciary technical advisory and working groups. This includes developing requirements studies and cost/benefit analyses.
  • Serving as an IT acquisition consultant in working groups comprised of technical and management staff within the Administrative Office and Judiciary. On an ad hoc basis, leading teams to plan and develop IT acquisition strategies on special projects or studies of considerable scope and depth. Using IT technical expertise to resolve management, technical, and compelling contingency issues.
  • Serving as a primary DTS Purchase Card holder and SuperCard holder. Reviewing purchase card documents for accuracy and ensuring appropriate quote(s) and all other necessary information are attached before making the purchase. As the primary card holder, ensuring accuracy of the monthly purchase card statements, reconciling monthly statements, and endorsing the statements for approval and payment.
  • Improving knowledge of SBMS's technology stack, SBMS's business processes, general and specific project management best practices and principles, general and specific contract management practices and principles, and knowledge of other supporting frameworks (TBM, FEAC, ITIL, FAR) to improve the quality of service provided to SBMSs' customers.
  • Providing coordination and stewardship of the development of the applicable COO-SBMS financial plan and the semiannual review of the plan proactively socializing inputs with the COO-SBMS Finance Staff and proactively engaging the COO-SBMS Chief on reviews and signoffs.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is experience directly related to:
  • Providing consultation on contract management and acquisitions strategy to IT program managers, technical and financial specialists.
  • Serving as a Contract Officer's Representative for IT products and services.
  • Applicants with the following experiences are highly desirable.

    Experience in Service Now Acquisition.
    Experience in Enterprise Infrastructure Solutions (EIS) - GSA Acquisition experience and Networxs Transition.
    Experience in Technology Business Management (TBM).
