Summary

This position is within the Office of the Treasurer (T), Digital Solutions Operations (TDS-OPS). The primary purpose of this position is to serve as the technical POC between system owners and the solution providers that services to the Gallery ensuring business applications/systems meet the functional, system security and performance requirements, conduct performance tuning, system patching activities in accordance with the Gallery's cyber security mandates and business requirements.

Responsibilities

Incumbent:
  • The Database Management System Administrator will serve as the Database Administrator (DBA) within Digital Solutions; Operations (TDS-OPS). Serve as primary technical focal point for all issues relating to Gallery Enterprise Databases, comprised of Microsoft, Oracle, MySQL and PostgreSQL DBMS platforms. Capture, analyze and report on problem areas and help resolve issues associated with PaaS, SaaS, and COTS applications / systems/services. Provide hands-on technical expertise (architectural, design and operational) in support of business services deployments. Provide administration, upgrades, patching, security hardening, troubleshooting, backups, restoration and monitoring of the Enterprise Databases in 24x7x365 environment. Conduct periodic backups and disaster recovery plans validation. Provide data migration, transformation and multi-system integration. Troubleshoots complex technical issues in multi-tiered applications in heterogenous operating systems and hosting environments. Implements and support performance tuning and monitoring of DBMS and applications.
  • Provide day to day administration, security hardening, patching and upgrades of Active Directory and Operating Systems in Gallery's on-premise and cloud virtual infrastructure. Develop automation scripts and troubleshoot complex technical and/or functional issues in multi-tiered applications environment. Work with other subject matter experts and stakeholders with design, development and troubleshooting of technical issues. Rack and stack physical hardware. Monitor and respond to s generated by monitoring systems. Maintain and periodically validate enterprise backup. Support periodic systems disaster recovery exercises. Maintain accurate inventory of hardware, software in ServiceNow and/or other management tools. Provide on-call after hours support.
  • Works under broad policy guidance; applicable statutes; Gallery regulations and directives; and directives of Congress and the President as well as regulations from OMB, GAO, GSA, NIST and other Federal agencies. Other sources of guidelines include various internal management and/or operational processes, documents, handbooks, instructions, directives and other recognized IT procurement and contracting control practices and standards. Creates, maintains and contributes towards technical and process documentation. Manage projects, performs market research, cost-benefit analyses, develop Statement of Work (SOWs), participate in vendor/product evaluation and selection processes. Serve as Contractor Officer's Representative (COR) for designated contracts. Ensure timely annual maintenance/renewal of assigned products and/or contracts. Support maintaining accurate budget.

    Qualifications

    Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

    Specialized Experience Statement :

    GS-14: Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-13 level in the Federal service, designing, deploying and managing databases on Microsoft SQL Server, Oracle, MySQL platforms, in respective Microsoft Windows and Linux Operating Systems, hosted in VMWare-based on-premise and AWS and Microsoft Azure cloud environments. Shall have hands-on expertise with Microsoft Always On and Microsoft High Availability solutions. Hands-on experience with backup and recovery of databases in Microsoft SQL Server, Oracle, MySQL DBMS platforms. Strong knowledge of Structured Query Language (SQL) in Microsoft SQL Server and Oracle DBMS environments. Requires one or more database administrator certifications. Certified Windows 2016 Administrator (MCSA), VMWare v6.5 (or above) Administrator (VCP), and Microsoft DBA (MCDBA) for MS SQL 2012 and later versions.

    Other Relevant Eligibility Criteria : Must have hands-on administration and technical knowledge of the latest Microsoft Server Operating Systems, Linux, Microsoft Azure and Amazon AWS (IaaS) environments, Microsoft Active Directory, Microsoft Active Directory Federation Services (ADFS), Multi-factor authentication, DNS, VMware ESXi, Enter-prise backups, Monitoring, office automation, network and data center IT environments. Hands-on experience with provisioning and managing servers in Amazon Web Services (AWS) environment. Experience with Microsoft Azure hosting environment will be plus. Requires carrying and monitoring of a Gallery-issued mobile device during non-work hours in a 24x7x365 environment. This position has positive education requirement and experience cannot be substituted with experience.

    • Ability to design, develop, deploy and manage a variety of databases, under Microsoft SQL Server, Oracle and Open Source Platforms to include but not limited to MySQL and PostgreSQL, in heterogenous Operating Systems (Microsoft Windows and Linux) environments, in on-premises, AWS and Microsoft Azure cloud platforms. Hands-on expert-level knowledge of enterprise-scale backup/recovery tools and techniques to perform object-level restores. Hand-on knowledge of database modeling tools, Microsoft Visio and Office productivity solutions. Strong written and verbal communication skills.
    • Hands-on experience with Active Directory, Windows and Linux operating systems, AWS and Microsoft Azure hosted services. Hand-on scripting experience. Strong written and verbal communication skills. Ability to work independently and in a collaborative environment
    • Knowledge of change IT management processes, incident management, security hardening and compliance of database management systems and multi-tier applications, and/or other compliance requirements. Hands-on experience with creation of process documentation and products. Strong written and verbal communication skills. Hands-on experience with project management tools. Experience as a COR on mid to large scale contracts. Strong writing skills and hands-on experience with Microsoft Excel.
