This vacancy is located within the Office of the General Counsel's Office of Operations, which serves as the primary legal advisor on a broad range of matters including: (a) economic and regulatory matters related to air carriers and airports (b) Native American sovereignty and jurisdiction; (c) transportation security and emergency response; (d) congressional and other oversight of the Department; (e) environmental law;) (f) FOIA and information law; and (g) cybersecurity.

Responsibilities

As an Attorney Advisor, you will:
  • Be responsible for rendering expert legal advice and assistance to the Office of the Secretary and its officials as well as the operating elements of the Department on matters relating to the Department's programs, policies and regulations and the scope of powers and authority of the Department and its officers.
  • Perform legal analysis and research, conduct necessary conferences, fact-gathering and consultations, prepare memoranda and maintain continuing liaison and working relationships with clients and other affected officials to ensure their understanding and utilization of the legal positions involved.
  • Research statutory authority, regulations, law, legal opinions, policies, regulations, and precedential cases that have a bearing on matters for which the office is responsible, particularly those matters where legal implications present novel or complex issues of fact or law.
  • Provide advice and make recommendations to the Assistant General Counsel for Operations on a wide variety of Departmental regulations and policies that arise from the responsibilities of the Office of Operations. to the Assistant General Counsel.

The Ideal Candidate Statement should have strong research and analytical skills; the ability to present information clearly; and the ability to handle multiple projects simultaneously. This position is aviation focused. The preferred candidate should have experience with economic regulatory issues relating to air carriers and airports, including aviation licensing and, air carrier fitness reviews, aviation economic consumer protection laws, aviation competition, merger and antitrust law, the Anti-Head Tax Act and revenue diversion as well as air carrier/airport access issues. OST is looking for a motivated, self-reliant, and skilled candidates willing to work in a challenging environment with experienced professionals committed to ensuring safety and fairness in the transportation industry.

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following:

GRADE 14 - Must have at least four (4) years professional legal work experience of a progressively responsible nature, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.

GRADE 15 - Must have at least five (5) years professional legal work experience of a progressively responsible, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Technical - Uses knowledge that is acquired through formal training or extensive on-the job experience to perform one's job: works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical sensitive controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    MANDATORY EDUCATION REQUIREMENTS:

    In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
