Responsibilities

As a Program Specialist (Environmental Response) within the National Response Center (NRC), this position serves as the sole federal point of contact for the reporting of all pollution, railroad and port security incidents occurring in the United States and its territories. Requires extensive operation of telephone systems, landline circuits, in collecting, evaluating, updating and disseminating incident information. The NRC works to enhance environmental quality by providing stakeholder agencies with timely communication of pollution incidents within their respective jurisdictions.

Being a Coast Guard civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Overseeing and monitoring the receipt and dissemination of environmental pollution, security/suspicious activity, and railroad incident reports anywhere in the U.S. and its territories.
  • Analyzing and disseminating incident information and reports for incidents that have an adverse impact on the environment, critical infrastructure, or national security.
  • Working jointly with other watch standers to ensure the implementation of all newly revised regulations or procedures and when appropriate, deviating from these regulations to meet unusual circumstances or unprecedented events.
  • Utilizing telecommunications programs and data systems to ensure timely and accurate notifications to federal, state, local, and tribal entities that have jurisdiction respective to the incident location.
  • Reviewing and analyzing other watch standers incident reports to ensure regulatory compliance, accuracy, and quality control.

  • Must be able to obtain NRC Duty Officer Certification within 12 months.
  • The position requires a valid state driver's license.

  • This position requires a rotating shift, 7 days per week, 24 hours per day.

Qualifications

To qualify for the GS-07 level, applicants must have at least one (1) year of specialized experience equivalent to at least the GS-05 level in the Federal service.

Specialized experience includes:
  • Providing office support assistance to division or group.
  • Performing a variety of office support work.
  • Preparing correspondence (letters, memos, e-mails, etc.)

OR applicants may substitute successful completion of 1 & 1/2 years of progressively higher-level graduate education (27 semester hours, 40.5 quarter hours or the equivalent) in a field of study directly related to the work of the position to be filled for the required 1 year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of the position to be filled and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

OR applicants may substitute a combination of appropriate specialized experience (as described above) and appropriate graduate level education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements.

To qualify for the GS-09 level, applicants must have at least one (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service.

Specialized experience includes:
  • Preparing correspondence (letters, memos, e-mails, etc.) related to a variety of environmental, emergency response and/or maritime incidents;
  • Collecting and analyzing data related to environmental pollution, security/suspicious activity, and railroad incidents.
  • Monitoring and coordinating responses related to environmental threats, maritime security, and railroad incidents.

Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related

Combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
