The Congressional Budget Office is a nonpartisan agency that provides economic and budgetary analysis to the Congress and is ranked as the best place to work among small federal agencies. The agency is seeking a chief human resources officer (CHRO) to serve as its principal human resources (HR) adviser and to lead a close-knit team of five HR professionals.

The CHRO, who reports to CBOs chief administrative officer, is responsible for managing the agencys HR functions, programs, and initiatives. The CHRO advises CBOs leaders and is tasked with maintaining a collegial and employee-oriented culture that emphasizes quality, productivity, initiative, clear communication, and effective working relationships. Because CBO is a small agency, the CHRO must be both strategic and hands-on.

Tier 2 background investigation


The successful candidate will be a seasoned HR professional with these qualifications:
At least 10 years experience in two or more of the following areas: compensation, benefits, or recruitment;
A solid understanding of training, promoting diversity, employee relations, and incentive programs;
A proven ability to build team support and develop collaborative working relationships with a broad range of people;
Outstanding written and oral communications skills, including the ability to contribute to written products and deliver a wide range of presentations;
An entrepreneurial work style; and
Strong project management skills, including budgeting and the ability to prioritize competing demands.
A bachelors degree is required; a graduate degree is preferred. The ideal candidate has HR experience in the federal government and the private sector. Professional certifications are a plus.
