Summary

You will serve as an Administrative/Technical Specialist in the Workforce Development Branch of NAVSURFWARCENDLD. You will service as Dahlgren University Dean responsible for the overall execution and success of the university.

The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,798).

Responsibilities

  • You will be responsible for the development and execution of the Dahlgren Leadership Academy (DLA) coursework and programs which includes both vendor offered and internally taught courses.
  • You will be responsible for the integration of the Dahlgren Technical College (DTC) into Dahlgren University and overall execution, continuity of programs, and needs of workforce.
  • You will be responsible for the coordination and collaboration between technical and operational departments in developing Dahlgren University content using adult education principles and techniques.
  • You will identify resources, best practices, develop budget and monitor execution.
  • You will develop goals for university, measure progress, make recommendations to Chief Learning Officer and Command and ensure SOPs and best practices are in place for efficient operation of university.
  • You will advise others based on your knowledge of technologies, methods, techniques, and tools in the areas of Workforce Development to ensure the success and continuity of programs.

Qualifications

FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting principles of human resource development to determine employee career training and development needs.

FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing or coordinating employee workforce development programs or initiatives for an organization.

Education

FOR NT-04 (GS-11/12 equivalent): In lieu of experience, education may be substituted if one or more of the following are met:

- completed a Ph.D. or equivalent doctoral degree.

- completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

- completed an LL.M. degree that is related to the position being filled.
