Summary

Postiion is located in the Bureau of the Comptroller and Global Financial Services (CGFS), International Cooperative Administrative Support Services (ICASS) and is responsible for analyzing ICASS data to provide quantifiable data to facilitate planning and decision making. Position analyzes ICASS workload data and time allocations, customer satisfation survey results and other financial information to explain changes in costs, efficiencies, and delivery of services.

Responsibilities

  • Develops and conducts reviews and studies of ICASS data to develop trends, metrics, parameters, or other measures of quantitative assessment to evaluate, compare or track performance, efficiencies, and productivity.
  • As a result of the analysis and findings, recommends, designs, and manages the implementation of policies, procedures, and standards to improve the transparency and equity of the ICASS financial services program.
  • Attends conferences, meetings and workshops, reviews reports, papers and other publications, and exchange information with other financial management professionals in order to keep abreast of important trends and developments in financial management.
  • Performs cross-cutting analyses of ICASS-related budget submissions, annual survey data, allotment system data, and external data sources, validating and combining data sources to identify trends and developments of interest to a variety of groups.
  • Recommends changes in the budgetary process to ensure the equity of cost sharing and enhance the capture, recording, and identification of costs by service and agency, and to promote efforts to reduce costs and improve the quality of services.
  • At the GS-13 level, the incumbent performs essentially the same duties as outlined above however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-14 level.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience providing policy interpretations regarding budget or financial management issues and identifying operating policies and advising senior executives on the direction and allocation of resources for operation and administration of resources management systems.
  • Experience applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

There is no substitute of education for specialized experience for the GS-13 position.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience providing advice and guidance in the implementation of financial system, policies, standards, and practices that support the funding and management of administrative services overseas.
  • Experience using analytical methods to carry out comprehensive studies of financial systems and operations, to devise and implement improvements in financial processes and to carry out performance assessment reviews.

There is no substitute of education for specialized experience for the GS-14 position.
