Summary

This position is located in the Occupational Safety and Health Administration (OSHA), Directorate of Administrative Programs (DAP), Office of Audit (OOA).

- This position is outside the Bargaining Unit.

Responsibilities

Major duties for this position include but are not limited to, the following:
  • Plans organizes, and leads or participates as a team member of audits of National and Regional Office Programs and operations.
  • Prepares audit reports for OOA Director and Senior Management that provide meaningful recommendations to improve/strengthen program performance and enhance use of organizational resources.
  • Serves as Regional liaison and provides technical guidance to Regions on audit program policies and evaluations.
  • Leads and assists in establishing processes and guidance on procedures and systems for the office.
  • Communicates orally with Regional liaison to provide technical guidance to Regions on audit program policies and evaluations.
  • Drafts to provide technical guidance for Regions on audit program policies and evaluations.

Qualifications

To Qualify for the GS-11 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09.

Specialized experience is defined as experience developing audit reports or sections of audit reports to present findings, developing recommendations, and providing technical guidance in the development of audit plans.

OR

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Planning and Evaluation - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.
