Summary

This position is located in the Office of the Enterprise Chief Information Security Officer (IRM/E CISO), Bureau of Information Resource Management, in the U.S. Department of State (DOS). As an analyst and advisor to senior ECISO management; develops, coordinates and implement plans and procedures for ECISO administrative support; performs analytical and evaluative work in administrative support, improving administrative processes and procedures for the directorate to ensure quality control.

Responsibilities

  • Function as the COR for IRM/ECISO contracts for non-technical support and/or backup GTM for technical contracts.
  • Performs administration functions in the execution of an annual appropriation funds budget for a major organization.
  • Monitors and tracks obligations and expenditures; prepares budgetary information and data summaries.
  • Participates in working groups; develops and implement process improvement controls, techniques and mechanisms to improve mission functions.
  • Develops white papers, memorandums, standard operation procedures (SOPs), briefing materials and guidance information in support of compliance reporting.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in qualitative and quantitative methods and techniques to assess and improve organization management and administrative services.

Experience advising senior staff on strategic planning and related management areas.

Experience establishing procedures, analyses and pertinent data for recommendations, negotiating and resolving funding and performance measures.

There is no substitute of education for specialized experience for the GS-13 position.
