Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a BUDGET ANALYST at the GS-0560-11/12/13 some of your typical work assignments may include:
  • Provides support for assigned budget functions, applying knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide financial analyses for the Section Financial Managers.
  • Participates in execution review process by providing budget execution input and monitors the execution of Agency funds and reports the execution status.
  • Establishes and maintains personal and automated contact with Program Managers and the applicable Directorates to provide for two-way flow of technical and programmatic data on all programs assigned. Selects analytical methods to be used in determining funding needs, developing strategies for presenting recommendations, checking the accuracy and reliability of budget forecasting, and evaluating the effectiveness of controls over the use of funds.
  • Receives fund control documents and distributes funds to the appropriate applicable Program Managers and Directorates, ensuring proper administrative and statutory controls.
  • Reviews and verifies fund availability for reprogramming and procurement transactions for assigned programs.
  • Utilizes automated systems (Defense Agencies Initiative) to reflect changes in fund status. Resolves funding issues within the assigned programs, coordinating changes with the Comptroller Office.
  • Prepares and/or reviews acquisition and financial management documents.
  • Reviews, allocates, and manages acquisition resources for assigned program.
  • Loads spend plans into the automated system for monitoring during the fiscal year; reconciles spend plans to actual fund activities to match the accounting system during the execution year.
  • Interprets DoD, Office of Management and Budget, Office of Personnel Management (OPM), DTRA and Government Accountability Office (GAO) applicable regulations and findings in order to recommend/render decisions concerning controversial issues, application of financial guidance, legislative directives, and manpower and personnel issues.

  • The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months.
  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.


Qualifications

You may qualify at the GS-13 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Comprehensive experience with the DoD PPBES and its associated cycles.
  • Comprehensive experience with financial management, budgeting and analytical concepts, methods, techniques, principles and practices in order to evaluate the effects of continuous changes in program plans on the accomplishment of diverse missions and programs.
  • Comprehensive experience with the congressional and presidential budget process and strategies of program and budget presentation to support the development of credible and defensible resource requests and justification materials that will be persuasive with the Office of Management and Budget (OMB) and Congress.
  • Comprehensive experience with DoD budget justification materials for Research Development Test and Evaluation, Operations and Maintenance, Cooperative Threat Reduction, Procurement, and Military Construction appropriations.
  • Expert level knowledge of the Future Years Defense Program (FYDP) and Program Element (PE) structures. Expert level knowledge and understanding of the interrelationship of the Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System, and the PPBES.
  • Experience communicating clearly, both orally and in writing, in order to make presentations to senior leadership and management.

You may qualify at the GS-12 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
  • Experience with the DoD PPBES and its associated cycles.

One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
  • Experience performing a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations to include: Research Development Test and Evaluation, Operations and Maintenance, Cooperative Threat Reduction, Procurement, and Military Construction.
  • Experience with the DoD PPBES and its associated cycles.
  • Experience providing oversight of and support for a full range of budget functions, applying knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide financial analyses for the Section Financial Managers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
