Responsibilities

You will serve as an Information Technology Cybersecurity Specialist (SYSANALYSIS/INFOSEC) and be responsible for designing, developing, testing, and evaluating information systems throughout the systems development life cycle.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Analyzing design constraints, analyzing trade-offs and detailed system and security design, and considering life cycle support
  • Designing and developing cybersecurity or cybersecurity-enabled products
  • Developing and directing system testing and validation procedures and documentation
  • Identifying and directing the remediation of technical problems encountered during testing and implementation of new systems (e.g., identify and find work-arounds for communication protocols that are not interoperable)
  • Designing hardware, operating systems, and software applications to adequately address requirements
  • Analyzing user needs and requirements to plan and conduct system development [T0558] Negotiate for the acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring
  • Exercising independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience may include the following:
  • Have experience in managing multimillion dollar projects and trace all funding spent to specific events.
  • Be knowledgeable of and experienced in implementing IT Infrastructure systems.
  • Be experienced in implementing IT Infrastructure systems in a hybrid/cloud environment addressing PPSM, firewall and other cybersecurity requirements. Be prepared to describe the environment and your level of involvement.

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following:

• Have experience in managing multimillion dollar projects and trace all funding spent to specific events.
• Be knowledgeable of and experienced in implementing IT Infrastructure systems.
• Be experienced in implementing IT Infrastructure systems in a hybrid/cloud environment addressing PPSM, firewall and other cybersecurity requirements. Be prepared to describe the environment and your level of involvement.
• Be experienced in reading naval architecture drawings and specifications. Be prepared to describe the environment and your level of involvement.
• Have previously supported as a technician for IT Infrastructure systems. Be prepared to describe the environment and your level of involvement.
• Be knowledgeable in implementing DOD Security Reference Guides (SRGs) and Security Technical Implementation Guides (STIGs). Be prepared to describe the environment and your level of involvement.
• have knowledge of and experience in assisting with in-depth analysis of new and emerging IT Infrastructure technological, operating and other improvements to support continuous improvement in networking and compute environments.
• Have previously worked with customers, stakeholders, sponsors and other IT service providers to elicit requirements, resources and prioritization. Be prepared to describe the environment and your level of involvement.
• Have prior experience participating in collaborative work teams in a matrixed environment and integrated product teams focused on organizational strategic issues and initiatives. Be prepared to describe the environment and your level of involvement.
• Have prior experience preparing and presenting project management briefs to supervisors and managers.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

  • Candidate shall achieve Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent certification within two years of entry into the position.
  • Candidate shall achieve DHS Contracting Officer Representative Level III within two years of entry into the position.
