Summary

We are seeking a highly qualified and motivated individual to serve as an Executive Staff Assistant and be a proactive member of our team. The Office of Inspector General (OIG) for the General Services Administration (GSA) is one of the original OIGs established by the Inspector General Act of 1978.

Responsibilities

This position is located in the front office in the Office of Inspector General. The incumbent serves as an Executive Staff Assistant to the Inspector General and reports directly to the Deputy Inspector General. Incumbent will be responsible for broad range of administrative issues dealing with strategic leadership planning, organizational change, organizational culture, Congressional activities, outreach, speeches, documents, and other executive staff support functions essential to the efficiency and effectiveness of the Inspector General's (IG) office operations and to the mission of the Office of Inspector General.

At the full performance level of the position, responsibilities include:
  • The incumbent plans and coordinates the administrative support functions for the Inspector General and Staff.
  • Serves as a liaison between the IG, OIG staff, and key GSA staff in order to ensure they are informed with respect to the IG's views on critical and confidential issues/concerns, special assignments and deadlines.
  • Plans, coordinates and/or conducts special research and high priority assignments in connection with problems, proposals or matters of special interest or concern to the IG.
  • Maintains a variety of administrative and program related information for the IG concerning past and present internal procedures and practices.
  • Provides assistance to the Inspector General in the preparation of briefings, papers and meetings; reviews issues that have been identified as significant and compiles updates/background information relating to the status of these issues.
  • Serves as the primary time and attendance coordinator for the executive leadership.
  • Prepares confidential and high priority reports and correspondence. Assembles facts and analyzes data of a highly sensitive and confidential nature providing interpretations and recommendations based on these analyses.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 by November 22, 2021 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination r before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA OIG employee, you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.


Qualifications

Applicants must demonstrate in their resume and responses to the vacancy questions that they meet the basic OPM qualifications as well as qualifications described below. Applicants must meet all qualification and eligibility requirements for the position advertised within 30 days of the closing date of the vacancy.

To qualify for this position, applicants must meet the basic education requirements (if any) and specialized experience.

To qualify at the GS-09 level: one (1) year of specialized experience equivalent to the GS-7 level in the Federal service, or equivalent, that includes work involving analyzing and organizing the daily flow of work; utilizing a variety of software programs and applications (i.e., Microsoft Excel, Power Point, etc.) to create charts, graphs, and tables, and perform a variety of administrative functions such as collecting, compiling, and tracking statistical data, developing reports, etc.; scheduling appointments, arranging travel, reviewing time sheets, and managing accountable property; requisitioning goods and services; coordinating training requirements for individuals; preparing and reviewing written documents for conformance with established guidelines and grammatical correctness.

Qualifying experience must include the application of administrative concepts, practices and procedures; and researching, analyzing and providing recommendations regarding new and improved administrative processes. This experience must include administering and monitoring the full range of administrative and clerical functions for an office.

OR a Master's degree or equivalent graduate degree in a related field such as business administration or public administration or 2 full years of progressively higher level graduate education leading to such a degree o r LL.B. or J.D., if related to this position.

OR a combination of education and experience. Note: Only graduate education in excess of one year is creditable.

NOTE: Merit Promotion candidates must meet time-in-grade restrictions (52 weeks at the next lower grade level based on the work of the position).

You will be evaluated for this job based on how well you meet the qualifications above.
