Summary

As Program Manager for Enrollment and Member Support at the GS-0340-15 level, you will be part of Healthcare and Insurance, Office of Personnel Management. You will provide overall leadership and mentoring for the group as well as planning, organizing, and supporting agency initiatives, projects and programs.

Responsibilities

  • Serves as principal official responsible for analyzing and improving the systems and processes used throughout the Federal government to enroll members in the Federal Employees Health Benefits Program and other related benefit programs.
  • Contributes to annual Federal Benefits Open Season preparation, execution, communication and outreach.
  • Addresses meetings and groups of various organizations on matters pertaining to Healthcare and Insurance, to share and obtain information on enrollment-related matters used to drive improvements.
  • Develops, reviews, updates and leads project performance in relation to goals, monitors quality, timeliness, resource usage and budget; takes corrective actions where applicable.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications

For the GS15: You must have one year (52 weeks) specialized experience at the next lower grade level (GS-14) or equivalent in the Federal Service (or equivalent) which includes delivering innovative healthcare and insurance business solutions, regulatory and sub regulatory guidance, conducting stakeholder outreach, enhancing the enrollment experience, and establishing policies and procedures, and contributing to the annual Federal Benefits Open Season implementation.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
