Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: NICoE provides a national level capability to address the most complex diagnostic and treatment challenges for patients with Traumatic Brain Injury (TBI), and complex psychological and social challenges, who have persistent impairment of function.

Responsibilities

  • As a Supervisory Physician (Psychiatry) you serve as an expert in the field of Psychiatry and perform duties as a practitioner and consultant in Psychiatry.
  • Provide the full range of clinical services and care to service members with impairments from combat/operational psychological stress and traumatic brain injury (TBI).
  • Provide routine, complex and emergency behavioral health care for a variety of emotional, psychological, and behavioral disorders.
  • Provide appropriate referrals to other medical and mental health care providers internal and external to the NICoE.
  • Provide professional consultation, supervision, and collaborative medical support to other professional staff, such as psychologists, advanced practical nurses, social workers, as well as military-specific liaison work with commanders.
  • Participate in quality assurance and quality improvement studies, utilization review, risk management, and peer review activities.
  • Ensure compliance throughout the area of responsibility with National Committee of Quality Assurance (NCQA), The Joint Commission (TJC), and DoD published standards.
  • Participate in the Psychiatric Residency and Fellowship training programs.
  • Oversee medical students, residents, fellows and other behavioral health trainees in the area of responsibility.
  • Perform the full range of supervisory personnel tasks, such as: developing performance standards; planning work to be accomplished; settings priorities; evaluating work performance; resolving complaints; etc.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.
  • One year supervisory probationary period may be required.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual season influenza vaccinations unless otherwise exempt for medical or religious reasons.
  • This position is covered by the Department of Defense Civilian Employee Drug-Free Workplace Program as a Testing Designated Position (TDP). Incumbents are subject to an initial urinalysis and random screenings after employment.
  • This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position requires the incumbent to obtain and maintain a Basic Life Support (BLS) certification.

Basic Requirements for the Supervisory Physician (Psychiatry) position:

Degree:

Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic Colleges Accreditation of the American Osteopathic Association; or an accrediting body recognized by the U.S. Department of Education at the time the degree was earned. (Note: You must attach a copy of your transcripts with your application package.)
OR
A Doctor of Medicine or equivalent degree from a foreign medical school, provided that the education and medical knowledge is equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by teh Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed pre-medical education in the United States and graduate education in foreign country, or successful completion of the U.S. Medical Licensing Examination. (Note: You must attach proof of foreign equivalency with your application package.)

Graduate Training:

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training.
AND
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, applicants must have 5 years of graduate training or equivalent experience, including a 3 year residency in Psychiatry. (Note: You must attach proof of graduate training program completion with your application package.)

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. **NOTE: Although not required, experience working with Traumatic Brain Injury (TBI) patients is preferred.

Education
