MODERNIZING THE MILITARY'S SPACE ARCHITECTURE - The Space Development Agency (SDA) orchestrates the development and fielding of DoD's future threat-driven National Defense Space Architecture. Our mission begins and ends with the warfighter, recognizing that good enough capabilities in the hands of the warfighter sooner may be better than delivering the perfect solution too late.

SDA will deliver capabilities to our joint warfighting forces in two-year tranches that advance capabilities following a spiral approach. As a MISSION OPERATIONS MANAGER at the NH-0301-4 some of your typical work assignments may include:
  • Serving as the Mission Operations Cell Chief. Individual performs supervisory, operational execution, training and certification, and systems management pertaining to leading and operating the SDA Operations Centers located outside of the DMV region. The SDA Operations Centers provide 24 hours a day/7 days a week, operational oversight and reach back support for globally dispersed operational elements and provides 24/7 connectivity and interface with global and geographical combatant commands.
  • Determining cell goals for long and short-range planning and execution of all programs. Providing direction and leadership for cell functions and activities, develops operational and organizational plans that support the vision and goals of the agency. Ensuring that funds, equipment, manpower, and facilities are properly resourced and utilized. Developing, securing and implementing courses of action to eliminate or reduce barriers and impediments in the support and performance of the mission. Evaluating factors such as current and future mission needs, political climate, area demographics, and training equipment limitations and availability.
  • Training - Developing and controlling operational procedures and training documents for Ops personnel, focused on the implementation of the National Defense Space Architecture. Training other personnel on Ops policy, program and procedures.
  • Establishing and executing policy for conduct of operations within the Operations Centers including access to the area, day-to-day policy actions, message handling, and personnel management.
  • Responsible for the proper functioning and operation of all Operations Centers hardware, software, and command and control telecommunications systems. Develops and submits annual budget requirements to support replace plans. Responsible for planning and implementing new/added capabilities and systems into the Operations Centers.
  • Interfacing with the Service Staffs, National Intelligence Agencies, and Joint Staff for special operations and high visibility projects.- Directly supervising military and/or civilian support personnel. Supervising operations crews providing 24/7 operation support and contingency support. Managing a multidisciplinary, cross-functional, and geographically disparate team including Government civilians, military officers, and representatives of Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and support contractors.

Qualifications

You may qualify at the NH-04 level if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
  • Analyzing the capabilities, limitations and employment of space operations within a command center.
  • Developing policy and providing recommendations based on knowledge of space warning and control systems, and space launch processes; space tactics techniques and procedures; and principles of satellite and ground systems.
  • Developing, presenting and controlling operational procedures and training documents for command center personnel.
  • Experience with in one or more specialized areas of weapons, tactical targeting, tactical command & control, and military operational functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
