Responsibilities

MODERNIZING THE MILITARY'S SPACE ARCHITECTURE - The Space Development Agency (SDA) orchestrates the development and fielding of DoD's future threat-driven National Defense Space Architecture. Our mission begins and ends with the warfighter, recognizing that good enough capabilities in the hands of the warfighter sooner may be better than delivering the perfect solution too late.

SDA will deliver capabilities to our joint warfighting forces in two-year tranches that advance capabilities following a spiral approach. Working at the youngest Defense Agency in the Department of Defense, SDA personnel embody the motto SEMPER CITIUS - always faster - moving at or ahead of the speed of the threat because we know the joint warfighter is counting on us. As a PROGRAM MANAGER (SPACE OPERATIONS) you will be responsible for the following duties:
  • Serving as a subject matter expert in space planning and combat development products to include requirement documents, analysis and studies, mission area development plans, independent evaluation plans and requirements, and SDA positions on priorities. Conducting qualitative analyses to evaluate effectiveness of space concepts, and to identify and resolve complex problems. Recommend procedures that facilitate vertical and horizontal integration of space capabilities to the T1 Program Director and action officers in meeting SDA goals and objectives.
  • Analyzing problems of space with the objectives of improving equipment, weapons, tactics and strategy, training and doctrine, and provides a quantitative basis for command and management decisions. Conducting and supervising studies, which involve the application of principles and techniques of individual's specialized field as well as related scientific fields including mathematics, physics, economics, management, contracts and engineering. Performing intensive systematic analysis of highly complex and unique problems with numerous and often vague variables and recommending solutions to which require a high degree of judgment, initiative and resourcefulness. Conclusions and recommendations generated are utilized by the highest command levels and contribute to the effectiveness of the agency in fulfilling its space and missile defense mission.
  • Accomplishing complex management projects related to acquisition management for which existing guidelines may not be available or applicable. Assigned program management projects are of such nature that the position is required to work in areas where precedent, data, criteria, methods, or techniques are inadequate, controversial, or contain critical gaps. Constructs standards and test plans; devises methods, processes, and procedures that become established models for the activity.
  • Functioning as the organization's program management specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. Applies expertise in the field of program management and extensive knowledge of the assigned functional area to resolve unique or novel problems related to design and development of the SDA Space architecture.
  • Establishing, developing, and maintaining effective working relationships with senior defense officials, field representatives, intergovernmental and nongovernmental leaders, local/state/federal elected and appointed officials, new media, business professional and academia leaders, civic leaders, and the general public. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems.

Qualifications

You may qualify at the NH-04 level if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
  • Applying ground systems command and control to include the understanding of these networks and their use across platforms, weapons, and sensors.
  • Employing programmatic assessments of complex space systems and architectures, to include space segment, ground command and control facilities and systems, and associated communication networks and links.
  • Communicating with individuals with diverse viewpoints to efficiently resolve technical and/or policy issues.
  • Experience in one or more specialized areas of weapons, tactical targeting, tactical command & control, and military operational functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level II certification in Program Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
