The United States Copyright Office (USCO) located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law; advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and provides information and reference services to the public.

As an important component of the USCO, which is part of the Library of Congress, the Product Management Division (PMD) under the Assistant Register and Director of Operations (ARDO) is responsible for identifying current and future processes, systems, and program requirements of the USCO in support of its mission to promote creativity by administering and sustaining an effective national copyright system. Incorporating such varied disciplines as strategic planning program management, data management and business analysis, the Division serves as a conduit and liaison between the USCO and other office and functional areas both within, as well as external to, the Library of Congress to take identified wants and needs and partner with the Library's Office of the Chief Information Officer to translate them into workable, cost-efficient solutions.

Serves to provide evaluation of collected Copyright data and identify data collection needs of the office to evaluate, initiate, formulate, plan, and execute analytic research projects pertinent to the activities of the organization and researches the quality of methodologies and measures pertinent to the assessment and summarization.

The incumbent is responsible for ensuring proper handling and security of all Library and Copyright Office materials.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a non-supervisory, bargaining unit position.

Serves as an expert in statistical programming and data analysis and contributes to research and analytical products prepared by analysts in response to management requests and in anticipation of management needs for information and analysis. Collaborates on the design of research studies, determining how best to structure data for the research and analysis to be conducted, and preparing and managing large, complex data sets used for analysis (e.g., detecting systemic patterns of missing data and outliers; analyzing distribution properties).

Provides technical consultation and expert advice to analysts on aspects of study design, analysis, and interpretation of results. In consultation with analysts, plans and coordinates data analysis activities and selects the most appropriate methodology and techniques for analyzing and interpreting data (e.g., longitudinal analysis, multiple regression, logistic regression, hierarchical linear modeling, confirmatory and exploratory factor analysis).

Assists economists and analysts in the formulation, planning, and execution of analytical research projects, and in the identification of specific policy research areas that merit investigation. Determines whether research questions or issues are amenable to statistical inquiry, and identifies the kinds of data needed to address the inquiry, potential data sources, and their limitations (e.g., integrity, time and cost to obtain).

Maintains professional relationships with data owners, including federal, state, and local government agency employees, and employees of private agencies and organizations, to facilitate data procurement and information sharing activities related to a variety of statistical analysis, information management, research, and resources-related projects.

Writes or customizes complex statistical programs. Models anticipated results of alternative policy options. Assembles and integrates data, including importing and exporting data from and to multiple data management systems. Runs consistency checks to confirm data integrity. Structures and "cleans" data sets.

Provides advice and guidance to analysts and other division staff on data monitoring, data management, and statistical or modeling methodologies and techniques. Advise on data governance and standards for data collection. Provides programming support to analysts conducting statistical analyses. Conducts formal and informal presentations for analysts and other division staff in the use of statistical programming and data analysis software functionality such as tabulation, classification, and charting and graphing techniques.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of statistical methods.**

Ability to perform statistical analysis and data management for a program.**

Ability to perform statistical reporting using computer systems and software applications.**

Ability to manage special projects and conduct management studies and reviews.

Ability to serve as a liaison for an organization and develop and maintain effective working relationships.

Ability to communicate in writing.

Education

A. Bachelor's Degree or equivalent: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A. above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
