Summary

The position is located in the Financial Services Directorate (FSD), Budget Division. The incumbent functions as a budget analyst on a team of specialized budget analysts led by senior budget analyst/team leaders.

Note: the GS-09 grade incumbent will be considered an entry-level analyst.

The position description numbers for these positions are 255875 (GS-09) and 255876 (GS-11).

The incumbents for this position will work full-time, flexitime work schedules.

POSITION DUTIES for GS-09:

Under the guidance of senior analysts and the Budget Officer in the execution, formulation, justification and presentation of the Library of Congress budget. Works with and assists other budget team members in the oversite of the execution of the budget and with the formulation and preparation of written budget justifications and supplemental requests for submission to agency leadership. Reads and discusses with other team members Congressional, Library, and Office of Management and Budget (OMB) regulations or policies used to craft language for budget justifications, presentations, and submissions of budget estimates. Works with Service Units, program managers, curators and others across the Library of Congress to gain a comprehensive knowledge and understanding of specific programs in order to effectively assist in the preparation and management of program budgets.

Will support the Appropriated Team Leader with the review and editing of the annual spending plan; creating and using a variety of reports to monitor and conduct straightforward analysis of varying budget scenarios. Routinely locates and retrieves information needed by managers and team members related to the budgetary processes, procedures, and requirements needed to formulate, justify and execute various phases of the Federal budget process. Will support to appropriate senior staff in a consistent and timely manner and assists in developing analysis under the guidance of senior analysts. Effectively uses spreadsheet software to generate ongoing reports and analysis that provide key information and differing scenarios for budget execution options.

Will assist senior analysts in the answering of basic budget inquiries. Assists senior staff conducting comparisons of historical and current budget data using various source materials. Assists with the execution and/or monitoring of multiple special projects in the organization. Works with team leaders and senior staff to hone knowledge of budget processes and procedures at the Library of Congress and to build a network of colleagues across the institution.

POSITION DUTIES for GS-11:

Will support senior analysts and the Budget Officer in the execution, formulation, justification and presentation of the Library of Congress budget. Will collaborate with other team members with the preparation of written budget justifications and supplemental requests for submission to agency leadership. Reads, interprets and utilizes Congressional, Library, and Office of Management and Budget (OMB) regulations or policies to participate in the development of language for budget justifications, presentations, and submissions of budget estimates. In concert with and support of senior budget analysts, serves as a liaison to program managers providing information budget plans and Library initiatives with program milestones related to the development, procurement, or modification of funded Library programs. With the team leaders or other team members, reviews long-range budgetary and program requirements to ensure they conform to established Library policies and Congressional intent.

The incumbent provides analysis of Library budgets by budget object code to determine where shortfalls exist and where possible reprogramming actions can be considered, and then recommends action on reprogramming between budget codes. Participates actively in the unfunded requirements, resource reallocation and end of year obligation processes. Routinely verifies that obligations and expenditures are in accordance with the spending plan and regulatory controls using the central financial management system. As assigned, prepares reports and hiring scenarios for management which summarize the current and potential pay projections for the fiscal year.

Can strongly support a team leader executing and/or monitoring special projects in the organization. Effectively utilizing knowledge or network of colleagues, responds fully, accurately and in a timely manner, supporting team leaders, to non­-routine budget inquiries. With minimal supervision, conduct comparisons of historical and current budget data using various internal and external sources. Working closely with team members and program managers, helps to develop budget flexible strategies, early-retirement scenarios, details of organizational restructure implementations and the attendant shuffling of full-time-equivalent (FTE) slots and other sensitive and highly confidential budget and staffing plans.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to perform budget formulation and presentation activities.**

Ability to apply analytical methods and techniques to identify and resolve financial issues.**

Ability to use computer systems and software applications for financial analysis work.**

Ability to interact collaboratively with others exercising judgment and discretion in order to provide consultation and liaison services.

Ability to communicate in writing.
