Responsibilities

The Chief, Program Delivery Division (PDD) reports to the Deputy Director of the National Library Service for the Blind and Print Disabled (NLS), and is responsible for managing all aspects of the Program Delivery Division. The incumbent oversees all activities of the Channel Design and Deployment Section, the Equipment and Infrastructure Section, and product acceptance staff assigned to this division. The incumbent is also responsible for the working relationship between NLS and its external partners regarding NLS delivery channels and playback equipment and accessories. The incumbent plans, develops, and initiates all related aspects of the talking books program both at the national level and with NLS partners. The individual exercises a high degree of initiative and independent judgment in developing programs and utilizing innovative ideas and methods to increase and strengthen the NLS content delivery systems and improve workflows.

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointments, promotions, or reassignments and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Plans and directs the activities and budgets for the entire Program Delivery Division. Formulates objectives and priorities for the division within the resources available; justifies additional resources when necessary. Develops and presents division budget proposals and justifications, program statements, management plans, travel and training plans to the director.

Takes all steps necessary to assure maximum efficiency of staff and utilization of resources. Makes decisions on complex work problems presented by subordinate supervisors. Acts as the NLS expert on all aspects related to NLS content delivery products and channels, including development, implementation and lifecycle management; product and project management; contract/vendor management, acceptance testing, and related activities.

Plans, organizes, and carries out analytical studies involving the planning, development, and implementation of major agency programs of national scope and impact. Participates in the development and documentation of long- and short range planning efforts.

Reviews long- and short-range plans, resource projections, priorities, justifications, etc. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.

As a technical authority, plans, develops, organizes, administers, evaluates, and coordinates a comprehensive electronics quality assurance program for all quality assurance functional program areas of electronic equipment inspections. Serves as a technical authority on electronic equipment quality assurance related matters and principles and techniques of quality assurance and acceptance testing. Ensures the development or conduct of various electronic equipment quality assurance trainings with emphasis on work procedures and techniques due to the unique conditions and practices of a variety of activities.
