Responsibilities

You will serve as a Management and Program Analyst (CYBER), managing the package of support functions required to field and maintain the readiness and operational capability of systems and components.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Providing advice on project costs, design concepts, or design changes.
  • Providing input to implementation plans and standard operating procedures, ongoing optimization and problem-solving support.
  • Developing and documenting supply chain risks for critical system elements, as appropriate.
  • Applying cybersecurity functions (e.g., encryption, access control, and identity management) to reduce exploitation opportunities.
  • Working with senior level staff members to assist in the development and review of sensitive information including pre-decisional and/or embargoed IT budget, workforce, and organizational changes.
  • Monitoring and auditing the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS), etc.
  • Analyzing confidential advance information of management's position with regard to IT cyber contract negotiations and investments and performing studies that my result in changes of organizational structures or staffing levels.

Qualifications

GS-09: Applicants must have one year of specialized experience equivalent to the GS-07 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience may include:
  • Ability to multitask and work in a high pressure, high tempo environment.
  • Ability to prioritize tasks based on criticality.
  • Knowledge of the organization's Business Operations Division goals and objectives.
  • Knowledge of the organization's structure to include the services provided by each Product Line and Shared Service Division.
  • Experience in managing tasks and lists, and producing reports from CGPortal, CG TEAMS and SharePoint Online
  • Experience with Coast Guard Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Mission Support systems and services.

OR at least one of the following if using education to qualify at this grade level:

(A) a master's or equivalent graduate degree;

OR

(B) 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

(C) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience may include:
  • Experience working with other external partners to facilitate efficient two-way flow of tasking, requests for information, and coordination of response format and timelines.
  • Ability to multitask and work in a high pressure, high tempo environment.
  • Ability to prioritize tasks based on criticality.
  • Knowledge of the organization's Business Operations Division goals and objectives.
  • Knowledge of the organization's structure to include the services provided by each Product Line and Shared Service Division.
  • Experience in managing tasks and lists, and producing reports from CGPortal, CG TEAMS and SharePoint Online
  • Experience with Coast Guard Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Mission Support systems and services.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR a combination of education and experience.

You will receive credit for all qualifying experience, including volunteer experience.
