This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Asset Logistics Division (ALD), in either Alexandria or Norfolk, VA.

Responsibilities

You will serve as a Financial Specialist and be responsible for providing professional advice and assistance to the C5ISC organization on all budget and resource management matters.

Duties include budget preparation and execution, project management, policy, and resource management supporting the Funds Control, Audit Readiness, Accounting, and Internal Control Programs.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Providing guidance to managers for making budget allocation decisions among programs and projects and briefs C5ISC managers on the Coast Guard budget process and schedule.
  • Participating in comprehensive studies to explore various aspects of financial management, asset management, personal property programs, and internal controls with the goal of increasing process effectiveness, reducing costs, and improving overall ability for mission execution to operational partners.
  • Monitoring processes, procedures and systems to continuously analyze financial trends and patterns to identify areas with programmatic fiscal problems.
  • Analyzing, reviewing, and clarifying requests for funding to ensure that they are complete, accurate, defensible, and in accordance with C5ISC, Coast Guard, and DHS regulations and objectives.
  • Monitoring and analyzing current financial requirements of assigned programs.
  • Using enterprise financial systems and other financial tools to monitor budget execution, advising management of discrepancies, and taking action to ensure accuracy of financial data.
  • Managing and monitoring accounts to ensure funds are available to meet requirements or are de-obligated and made available for other priorities.
  • Conducting annual risk assessments of all financial, asset management, property management, and supply processes.

Qualifications

To qualify at the GS 9 grade level: Applicant must have a minimum of 1 year of specialized experience equivalent to at least the GS-7 grade level. Specialized experience may include the following:
  • Utilizing knowledge of Commercial of the Shelf (COTS) programs used in tracking and maintaining accountability of property assets;
  • Utilizing data software programs used to receive and ship material;
  • Providing assistance with inventory procedures and floor to record and record to floor validations; assisting with organization property programs and analyzing the impacts of Life Cycle management on property from cradle to grave to include end of life disposal;
  • Preparing material for shipment in accordance with government regulations;
  • Researching requirements for Commercial Bill of Laden and freight shipments;
  • Handling organization's mail and maintain mail security; assisting with developing written job aids, instructions and other governing documents demonstrating skills and experience associated with using automated logistics management systems and program of records;
  • Possess familiarity and demonstrated experience with Asset Management and demonstrating experience with execution operations in alignment with the policies and requirements relevant operating and maintaining a shipping and receiving center.

OR Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

OR Combination of Education and Experience: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grade level GS-09.

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience may include the following:
  • Researching guidance for internal and external customers regarding financial management policies, monitoring financial and market trends to provide recommendations to senior level financial team members;
  • Utilizing financial software and systems to monitor budget execution; having the ability to review financial data located in multiple/different data systems, coordinating the data to provide a solid status of financial commitments, obligations and expenditures;
  • Possessing the ability to use oral and written means to present issues noted in fiscal review of pending expenditures to senior personnel including solid, policy-based recommendations for addressing any noted oddities/concerns.


OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Selectee(s) for this position who are newly appointed to a permanent position prior to September 30, 2022 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee(s) for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2022 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Selectee(s) for this position who are newly appointed to a permanent or term position prior to September 30, 2022 may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line assessment to place you in one of three categories. The necessary Knowledge, Skills, and Abilities to perform this job are:
  • Comprehensive knowledge of the concepts, principles, practices, laws and regulations of budgetary and financial management accounting and reporting systems with particular emphasis on the integration of budgetary and financial management accounting and reporting, sufficient to follow and comply with Federal budget and financial policies; specifically those of the Coast Guard and the Department of Homeland Security.
  • Comprehensive knowledge of goals and objectives sufficient to determine how changes may impact business processes and identify issues, questions and problems related to the C5ISC financial management program.
  • Expertise in and the ability to apply a wide range of analytical methods such as cost benefit analysis, earned value management, decision theory, planning, programming and budget execution systems (PPBES) and other quantitative techniques sufficient to relate the effects of changes in policy, organizational priorities, and funding levels to measure and monitor project execution and program accomplishment.
  • Knowledge of financial relationships between organizations within C5ISC and between and among Coast Guard, DHS and other Federal agencies sufficient to report on and/or analyze the effects of budgetary actions on program operations in support of the C5ISC mission.
  • Detailed knowledge of accounting techniques and working knowledge of Coast Guard and DHS accounting systems and related documents and reports sufficient to identify and analyze financial data and reconcile accounts and prepare required reports.
  • Strong computer skills are required, particularly in the areas of spreadsheet development, data manipulation and analysis, automated accounting system operations, and preparation of computer-based slide show presentations.
