This National Guard position is for a PROGRAM ANALYST (TITLE 32) (Temporary Not to Exceed One Year), Position Description Number D1010000 and is part of the VA DofJS, National Guard.

Responsibilities

As a Program Analyst (Title 32) (NTE 1 YR), GS-0343-09, you will perform the below duties:
  • Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications.
  • The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects.
  • Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.
  • Performs 100 % inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies.
  • Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization.
  • Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.
  • Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers.
  • Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed.
  • During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Makes recommendations, reviews responses and ensures that corrective actions are performed.
  • Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review.
  • Coordinates with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.


Qualifications

REMARKS: TEMPORARY APPOINTMENT - Selected applicant will receive a temporary appointment Not to Exceed One year.. The appointment may be ex-tended up to a maximum of 1 additional year (24 months of total service).

WHO CAN APPLY:
GROUP I - All qualified Male/Female Enlisted Personnel (E-3/PFC- E-7/SFC), or a Traditional Officer (O-1/2LT - O-3/CPT) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E-3/PFC- E-7/SFC), or a Traditional Officer (O-1/2LT - O-3/CPT), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Enlisted Personnel (E-3/PFC- E-7/SFC), or a Traditional Officer (O-1/2LT - O-3/CPT)

GENERAL EXPERIENCE : Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management as well as experience using computer and automation systems

SPECIALIZED EXPERIENCE : 24 months of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience ensuring resources are available and are being properly and effectively expended to support program objectives.
  • Experience developing, collecting, and maintaining various historical data used to initiate planning, programming and execution of current and future training and operations programs.
  • Experience planning and executing projects, studying, analyzing and evaluating operations and program procedures.
  • Experience and the ability to prepare and present detailed briefings to management.
