Position Description Benefits Supplemental Questions This posting will be used to fill a Full-time, Program Specialist II (Education & Outreach) position in the Bureau of Watershed Protection and Restoration Program (BWPR) Division in the Department of Public Works. This position will serve a key education and outreach function within the BWPR and is responsible for coordinating communications and education efforts, including developing outreach materials, working with program staff to promote the activities of the BWPR, and collaborating with other communications partners both within and outside Anne Arundel County government to expand awareness of the BWPR. NATURE AND VARIETY OF WORK This position is responsible for communicating the work of the BWPR to the public and ensuring that the programmatic activities of the BWPR, as well as the background for the creation of the program, are well understood and highlighted both through County and external channels. This position is responsible for the development and management of the BWPR's written materials and electronic media presence as well as the creation of press releases highlighting BWPR activities and working closely with program staff to ensure that the public is aware of the work that the BWPR is accomplishing with its revenues. The position will also involve regular public speaking engagements and interaction with the public-at-large. Examples of Duties and Knowledge, Skills and Abilities: (Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Participate in public outreach events as a representative of the BWPR, including tabling, giving presentations, and working with community groups. Post BWPR activities and related items regularly on social outlets, including outside of normal work hours. Work closely with other County communications staff to coordinate larger communications efforts. Communicate regularly with traditional media contacts to ensure that they are aware of the work of the BWPR and to alert them to future potential news stories pertaining to the BWPR. Develop communications materials to brand the BWPR and to ensure a consistent messaging to the public. Coordinates with program staff within the BWPR to highlight the work that the organization is undertaking. Performs related duties as assigned by the Deputy Director. KNOWLEDGE, ABILITIES, AND SKILLS Ability to communicate very effectively, both orally and in writing. Extensive knowledge of the principles, practices, and techniques of effective communications and outreach, particularly in the environmental arena. Considerable experience with social media, including the development of professional websites, Facebook, and Twitter accounts. A willingness to proactively engage partners both within and outside the County government to effectively communicate the work of the BWPR. Ability to deal tactfully, effectively, and equitably with people. Ability to attend meetings or perform work at locations outside the office on a regular basis. Knowledge of stormwater management laws, rules and regulations in Maryland. Ability to prepare, interpret, and evaluate communications proposals. Minimum Qualifications: Graduation from an accredited four-year college or university with major course work in public or business administration, communications, marketing, and/or a scientific field or a related field; and two (2) or more years' experience in program management, communications, environmental education or another specialty area directly related to the specific position. Supplemental Qualifications: Preference will be given to applicants with the following: 1.) Four (4) or more years experience in communications, environmental education, or a related field (eg, marketing, the sciences). 2.) Experience with Communications design and layout 3.) Extensive social media experience (eg Facebook, Twitter, Youtube, Instagram, Tumblr, Pinterest) 4.) Polling or survey experience 5.) Experience with desktop publishing software 6.) Experience using Adobe Creative Suite software 7.) Microsoft Office software (Excel, Access, Word, and PowerPoint) beyond the beginner level. 8.) Working knowledge of NPDES MS4 Permits 9.) Knowledge and experience with stormwater runoff and stormwater management techniques
