Qualis offers: + Competitive Compensation + Comprehensive Benefit Options + Professional Development/Tuition Reimbursement + Performance/Bonus Rewards Program Back To Openings (job-openings.php?search=true&) Congressional Affairs Specialist Location: Fort Belvoir, VAServes as a Congressional Affairs Specialist by coordinating and assisting in the execution of Congressional actions, to include requests for information, testimony input, reports, questions for the record, hearing prep materials, reviews of pending and passed legislation, Congressional member and staffer engagements, and other items for the organization. Creates and communicates information through verbal, written and electronic media to convey key strategic messages for the organization to Congressional stakeholders. Supports Congressional Affairs for the Army Rapid Capabilities and Critical Technologies Office by assisting in the planning, developing and implementing the organization's Congressional Affairs programs, policies and activities, and interacting with the Army, other Services, industry, and other organizations as appropriate. Fulfills information requests from external and internal stakeholders and coordinates these responses across the Command and the Department of the Army and other Services as appropriate. Supports in the coordination, plans and execution of Congressional engagements, and develops presentations and other materials to prepare senior leaders for strategic engagements. Supports strategic communications in development and execution of proactive Congressional stakeholder engagement strategy.Analyzes and evaluates Congressional Affairs needs in order to advise Army leadership and other management officials of information that should be made available to stakeholders. Functions as a Congressional technical authority and provides consultation to leadership and senior leadership in developing Congressional activities to support the total management effort. Evaluates information problems encountered in communicating programs and strategy. Understands and follows the provisions of Department of Defense (DoD) and Army Office of the Chief Legislative Liaison (OCLL), Army Budget Liaison Office (SAFM-BUL) relevant to conducting organization Congressional operations/activities. Develops, disseminates and transmits informational materials to Congressional stakeholders to enhance the understanding of the organization-s projects and capabilities. Develops materials including information papers, fact sheets, and power point briefings and prep material for all levels of the Command structure. Serves as a point of contact for Congressional inquiries and requests. Coordinates subject -matter expert reviews of materials being presented to Congress. Establishes and maintains effective working relationships with Congressional Affairs officials within the DoD and Army offices and other Agencies.Desired Qualifications+ Knowledge of fundamental principles of defense systems acquisition and program management / acquisition policy; planning, programming, budgeting, and execution (PPBE) processes; acquisition strategies; contractual decisions; and program management philosophies, issues and concepts. Required Skills+ Active Secret Clearance+ Knowledge of Congressional cycles, processes, and Army engagements with Congress.+ Ability to track and provide analysis of key legislation+ Possess strong verbal, communication and written skills; ability to create and edit written correspondence, ensuring proper use of English grammar, spelling and punctuation.+ Possess strong in interpersonal relations; ability to establish and maintain relationships with key individuals/groups outside the immediate work unit.+ Possess skills to be a self-starter and proactive Member of the team+ Ability to adapt quickly to requests and in a high paced environment.+ Ability to plan and organize work.+ Ability to gather, analyze and present facts.+ Ability to use office automation tools and techniques to support office operations.+ Ability to access or locate information through the use of computer and the internet.+ Ability to identify problems and develop innovative solutions.+ Ability to interpret and apply rules, regulations and procedures.+ Knowledge of the organizational and functional responsibilities and operations of the employing organization.+ Ability to develop and utilize appropriate information collection techniques.+ Ability to multi-task and complete assignments on schedule+ Must have experience working in a team environment+ Competency in Microsoft Office including PowerPoint, Word and Excel+ Must have a current driver's license.+ Ability to travel up to 25%Required Experience+ Bachelor-s degree with 3 years of directly traceable experience.
