These positions will be full-time, key positions based in Vienna, Virginia. The anticipated institutional support contracts are designed to provide technical, operational, and administrative support to selected USAID offices and bureaus. The PDs/COPs will require senior-level management experience in international development and a deep understanding of USAID programs, priorities, and operations.*Positions are contingent upon award* Responsibilities: Essential Duties/Tasks and Responsibilities:Management:Provide strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of project activities including quality assurance and risk mitigationEnsure management of sound administrative practices with regard to recordkeeping in accordance with both USAID regulations and IBTCI HQ policies and proceduresSupervise and support contract staff, ensuring that roles and responsibilities are clearly defined and meet quality and performance standardsOversee contract recruitment, including talent acquisition of a diverse and qualified pool, drafting contract personnel program descriptions and liaison with USAIDs Contracting Officers Representative (COR)Oversee contractor employee hiring and onboarding, ensuring new hires receive initial training and orientationOversee contractor employee performance, manage initial, ad-hoc, and annual employee performance reviews and solicit technical feedback from USAID and other Contractor coworkers and colleaguesManage corrective action, recognition, professional development, and retentionCommunications/Representation:Serve as the primary point of contact with USAID and liaise directly with USAID COR for all matters pertaining to the contractCommunicates USAID technical feedback for work schedules, office coverage, workload surges, load balancing, and changes in contractor employee roles, responsibilities, and assignmentsWorks closely with USAID/IBTCI team to ensure compliance with programmatic targets and deliverablesCoordinates meetings with USAID COR on a regular basis, as defined by the COR. Qualifications: Minimum Requirements:At least 10 years of progresive growth and experience working on projects funded by goverment agencies.Minimum of five years of experience as a Project Director or in a senior management role such as Chief of Party, Regional Director, or Country DirectorDemonstrated experience leading teams and/or managing an office with a diverse staffExperience working with a diverse group of stakeholders across USAID offices Excellent interpersonal, writing, and oral presentation skillsBachelors degree in business, public policy, international relations, or related fieldOral and written fluency in English requiredPreferredKnowledge, Skills and Abilities:Former USAID Foreign Service Officer (FSO), political appointee, or Personal Services Contractor (PSC) strongly preferredExcellent communications and client relations skills and a proven track record of successful program implementation and production of high-quality deliverablesAdvanced degree in business, international development, public policy, or a related fieldWorking Environment: Work is typically performed in an office environment.Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.Supervisory Responsibility: This position does have supervisory responsibilities.Travel:International travel may be required.Work Authorization: Candidate must be authorized to work in the USA Visa sponsorship is not available for this position.About the Organization: IBTCIhas been in business since 1987.
