Job Announcement

As the IT Systems Architect and Branch Chief of GIS Public Safety, serves as a member of the management team in the GIS Division of the Department of Information Technology (DIT). Responsible for enterprise level management and coordination of GIS support for public safety and the public safety operations of the GIS Division. Works closely with management and leadership to resolve issues and provide solutions in the public safety sphere.

Additional duties:
  • Acts as liaison with the Department of Public Safety Communications (DPSC), Office of Emergency Management (OEM), Sheriff's Office, Health Department, Animal Shelter, Police and Fire Department regarding GIS needs for public safety.
  • Oversees and assists in collection and maintenance of data that support the county's public safety needs, i.e., the Computer Aided Dispatch System and emergency management operations.
  • Serves as the DIT-GIS 911 and Next Generation 911 technical lead and manages DIT-GIS responsibilities in support of operations.
  • Supports development and maintenance of business process and leads improvement efforts.
  • Manages GIS projects involving enhancement or augmentation of GIS data or applications for public safety use.
  • Acts as GIS Emergency Operations Manager to coordinate GIS response and resources during EOC activations.
  • Coordinates regional public safety GIS data efforts and serves as Program Manager for the NCRGDX program.
  • Supports complex GIS platforms and applications for public safety both internally and for the region.
  • Participates in defining and drafting the RFPs for these types of work and the resulting project plans and timelines.
  • Serves as project manager overseeing staff and branch activities, contractors, project plans, and budgets as well as coordinating with peers, senior DIT leadership and user agencies.
  • Develops strategic and tactical IT plans related to GIS technologies and architecture, related applications, integration and interoperability with business applications, designing solutions to meet business, data and use cases.
  • Consults with county agencies, Division Director, and DIT peer IT Architects and spatial analysts in evaluating agencies spatial data and business intelligence needs and proposes technical solutions.
  • Responsible for communicating GIS capabilities and initiatives to many different audiences.
  • Participates in the development of technical summaries, papers, and presentations.
  • Attends and presents GIS-related content at workshops, meetings, professional conferences, and regional intergovernmental committees.
  • Performs other duties as assigned to meet the objectives of the division, department and county.


Employment Standards

EMPLOYMENT STANDARDS:

Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
Excellent verbal and written communication skills. Ability to work well with others in a team environment and to work independently with little supervision. Supervisory or lead experience in municipal government GIS. Ten years of GIS project experience, including five years with a large multi-user geographic information system conducting advanced level spatial analysis. Extensive experience with Esri's ArcGIS Desktop applications, including both ArcGIS Pro and ArcMap and their extensions. Extensive experience supporting public safety agencies with GIS. NIMS certification and ICS training and experience. Experience leading a team of analysts in support of municipal emergency management. At least four years of experience developing applications with ArcGIS Online and/or ArcGIS Enterprise Portal. Familiarity with ETL processes for geographic data. Project management and systems management experience. Excellent organizational skills.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. Should be able to lift paper rolls to reload plotters/printers. Roll weight is less than 50 pounds. Ability to operate keyboard driven equipment. All duties are performed with or without reasonable accommodation.
